About this opportunity

The Naval Sea Systems Command seeks two seats of HyperWorks/SEAM software licenses and support services from Siemens Industry Software Inc., with quotations due August 31, 2026 at 14:00 Eastern Standard Time. This is a sole-source procurement; Siemens is the only current source following its acquisition of Altair Engineering, the previous proprietary developer, and the Government justifies single-source award based on compatibility concerns and mission readiness risk if an alternative vendor were used.

Place of performance is Naval Station Newport, Rhode Island. The requirement spans the period September 30, 2026 through September 30, 2027 and includes 10 software units with perpetual license capabilities and 70 units of perpetual license support and maintenance. Award will be made on a Firm Fixed Price basis with delivery F.O.B. Destination at Naval Station Newport. The NAICS code is 513210, Software Publishers; the PSC code is 7A20, IT and Telecom—Application Development Software (Perpetual License Software).

Quotations must be submitted electronically to Nico Montanari at Nico.s.montanari.civ@us.navy.mil and must include pricing for required items and quantities, point of contact information, CAGE code, quote validity period (minimum 60 days recommended), and confirmation of active SAM registration. Payment will be made via electronic funds transfer through the Wide Area Workflow system. Negative information in the Supplier Performance Risk System may render a quote technically unacceptable. The Small Business Size Standard is $47 million average total revenue.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) has a requirement to purchase two (2) seats of software licenses for HyperWorks/SEAM from Siemens Industry Software Inc. as Siemens has acquired  Altair Engineering, Inc, the previous proprietary owner of the software. 

Altair Engineering Inc. was the sole owner and developer of this proprietary software including maintenance and support. The continued use of this software is needed to support the mission readiness for testing and vehicle operations. Siemens Industry Software Inc is now the only source that supplies the software and support needed to perform NUWCDIVNPT's operations.
