About this opportunity

The Department of the Air Force Pacific Air Forces is seeking to procure a Hyperlite 1 Portable Hyperbaric Chamber for the 35th Medical Group at Misawa Air Base in Japan. The solicitation (FA520525QB004) requires a military-specification hyperbaric chamber with a no-downtime maintenance pack, 5-year preventative maintenance plan, and comprehensive training components. Specific requirements include USAFRL "safe to fly" certification, man-portability, and the ability to run United States Navy Dive Table 6 treatments during land, air, and sea transportation. The government will award the contract on a lowest-priced technically acceptable basis, with offerors required to submit a completed combo form, pricing details, training volume, and comply with CDRL requirements. Potential contractors must be registered in SAM and WAWF systems, and all questions regarding the solicitation must be submitted in writing to 2d Lt Hunter Closs and TSgt Joshue Madilar by January 24, 2025, at 1630 Eastern Standard Time.

The solicitation is not set aside for any specific business category and will be conducted under NAICS code 423450 for Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers. The place of performance is Aomori, Japan, specifically at Misawa Air Base. Training for the hyperbaric chamber will be conducted between March and September 2025, with a 5-day Operational and Patient Care Training Course for up to 10 clinicians and a 1-day Servicing and Maintenance Training course for up to 5 Biomedical Repair Technicians. The procurement includes one complete Hyperlite 1 Hyperbaric Chamber system with all associated components, monitoring systems, treatment kits, and maintenance kits. Currently, the government notes that funds are not available, and no award will be made until funding is secured, which adds an element of uncertainty to the procurement timeline.

Notice text

This requirement is for the Hyperlite 1 Portable Hyperbaric Chamber built to military specification to include all items necessary for no downtime maintenance pack, 5-year preventative maintenance plan, operations training, patient care training, and service/maintenance training. Chambers must have the "safe to fly" certification testing from USAFRL and be man-portable. Additionally, chambers must be able to run United States Navy Dive Table 6 treatments during land, air, and sea transportation.

Based on market research, this is the only known soft sided, man-portable hyperbaric chamber that is capable of meeting the identified requirements. Please see the applicable request for quote FA520525QB004 for more detailed requirements.  Any questions regarding this notice must be submitted in writing via email to 2d Lt Hunter Closs at hunter.closs.2@us.af.mil and TSgt Joshue Madilar at joshue.madilar.1@us.af.mil no later than 24 Jan 25 at 1630 (Eastern Standard Time).
