About this opportunity

The Federal Bureau of Prisons Central Office seeks a single award to provide eight insulated, all-inclusive hydroponic farm boxes to eight different BOP locations, with proposals due July 7, 2026 at 2:00 p.m. EST and questions due June 17, 2026 at 11:00 a.m. EST. The procurement is a 100% small business set-aside on a firm fixed-price basis.

Place of performance includes eight BOP facilities: FCI Waseca (Minnesota), FCC Butner (North Carolina—two boxes), FCI Ashland (Kentucky), FCI El Reno (Oklahoma), FCI Oxford (Wisconsin), FCI Berlin (New Hampshire), and FCC Lompoc (California). Each unit must be capable of producing a minimum of 6,000 pounds of leafy greens annually and 650 heads of lettuce weekly, with integrated HVAC/temperature controls, automated lighting, irrigation, nutrient delivery systems, and monitoring controls for temperature, water, pH, and nutrient levels. The contractor bears full responsibility for transportation, crane delivery to concrete pads provided by BOP, and all crane-related costs including rentals, rigging, and permits. All contractor staff entering facilities must pass an NCIC background check. On-site training (up to eight hours per location) must be completed within 30 days of installation and cover system overview, troubleshooting, plant types, water and nutrient management, pH measurement, planting and harvesting techniques, maintenance schedules, pest and disease management, and food safety protocols. The period of performance shall not exceed twelve months from the Contracting Officer's written notice to proceed. The NAICS code is 333310 with a 1,000-employee size standard; PSC is 5410.

Line Item 0001 covers eight units at an all-inclusive per-unit price (delivery, crane placement, setup, and one day of on-site training). Line Item 0002 is optional for additional on-site training at a per-occurrence rate. Offerors may submit uniform unit pricing or location-specific pricing reflecting crane and site-access cost variations. Evaluation weighs technical and past performance factors combined as significantly more important than price, with technical excellence weighted more heavily than past performance. Technical evaluation covers Project Management Plan and Key Personnel, Equipment Specifications (design quality, material durability, structural integrity, insulation R-values, automated controls, safety compliance, and demonstrated yield capability), Regulatory Compliance (508, FISMA, NIST, TAA, FIPS, FedRamp, PGD 15-03, HSPD-12), Training and Implementation, and Experience (three examples of delivered integrated hydroponic systems in containers and three examples of hydroponic curriculum or training provided to customers). Offerors may propose Innovative and Value-Added Enhancements. Each unit carries a one-year independent warranty from final acceptance. The Contracting Officer is George Bodine (gbodine@bop.gov, 570-488-8035); the Contracting Officer Representative is Kelsey Prince (kprince@bop.gov, 202-307-6983).
