About this opportunity
The Defense Logistics Agency (DLA) Maritime Norfolk at Norfolk Naval Shipyard is procuring a sophisticated Hydraulic Test Stand designed to test submarine-type hydraulic accessories including valves, actuators, and pressure regulators. The contract will be awarded as a Firm Fixed Price single award using a Brand Name or Equal approach, requiring the selected contractor to provide the test stand along with ancillary support, initial installation, and operator training. The system must meet extensive technical specifications including a maximum footprint of 22' x 16' x 11', capability to handle components up to 800 lbs, dual hydraulic circuits operating up to 5,000 psig, and comprehensive temperature control systems operating between 32°F to 110°F. The source selection will utilize a Best Value Tradeoff Process with four evaluation factors in descending order of importance: Technical Capability (most important), followed by Price, Past Performance, and Proposed Delivery. Proposals are due by September 8, 2025 at 2:00 PM local time, with offerors required to submit detailed technical specifications, schematics, equipment dimensions, pricing breakdowns, and past government contract history.
This procurement is designated as a total small business set-aside under NAICS code 334513 for Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. The contract requires delivery of one complete hydraulic test stand within 30 weeks after contract award, with installation and performance at Portsmouth, Virginia 23709. The system must include comprehensive service support with a 24-month warranty, requiring OEM technician response within 48-72 hours of service notification, and all service personnel must be U.S. citizens. The contractor must provide on-site training for three operators and two maintenance personnel as part of the delivery requirements. No incumbent contractor or specific budget range is mentioned in the solicitation materials, though the technical complexity and specifications suggest this is a significant procurement for specialized industrial testing equipment.
