About this file
This document is a Questions and Answers (Q&A) file for a Hydraulic Test Stand solicitation (SPMYM1-25-R-0004). The Q&A addresses technical specifications for a complex hydraulic test stand with detailed requirements including two supply circuits (5,000 psig with 50 gpm and 30 gpm flow rates), a hydraulic power unit, motors, electrical systems, pneumatic systems, and temperature control. Key clarifications include: the hydraulic power supply will use only 2190TEP fluid, the chiller must maintain fluid temperature at 130F, a pneumatic system is required for hydrostatic testing, and the test stand's components must be contained within the stand itself. The government requires a standalone chiller, separate motors for each circuit, multiple pressure gages, and compliance with NEC/NFPA/NEMA standards. Vendors must provide a schematic of the proposed test stand and are expected to meet specific technical requirements across multiple system components.

HYDRAULIC TEST STAND SPMYM1-25-R-0004
QUESTIONS AND ANSWERS
Question 1.
If not brand new, could you please provide the current / previous contract number?
This is information is not available.
Question 2.
May we quote Ex works (ESW) manufacturer’s factory or is it to be Destination?
Shipping costs will be included as this is FOB Destination.
Question 3.
Is the government attending the Factory Acceptance Testing (FAT) at the government’s expense or at the manufacturer’s?
This will be done at government expense.
Question 4.
Are we to provide best estimated delivery, or is there a government required lead time expectation? Refer to the solicitation in reference to the Best Value Tradeoff Evaluation Factors
Question 5.
Payment terms allowable? Vendor defaults to % of total contract at each engineering level (PDR, CDR, FDR), a % at FAT, a % at shipment, and 10% held until final commissioning and acceptance, but we are flexible if the terms are reasonable.
Payment terms for Firm-fixed price contracts are typically NET 30. However, it would be determined at prior to contract award.
Question 6.
In 3.3.17 SUPPLY SIDE, the SoW describes 2 supply circuits (circuit #1 shall be 5,000 psig with a minimum flow rate of 50 gpm, Circuit #2 shall be 5,000 psig with a minimum flow rate of 30 gpm). However, each circuit is further described to have multiple ports and these ports rated for much higher flow then the circuit itself. Are ports required to have their own flow control valve, bypass valve, pressure control valve and relief valve? What is the difference between the circuit and the port as described in your SOW? Can you please elaborate more on this?
Circuits #1 and #2 will need their own flow control valves, bypass valve, pressure control valve and relief valves. The ports mentioned are going to be for connecting secondary independent gages into the circuit for secondary verification of pressures.
Circuits are going to be hydraulic fluid paths and the ports are connection points where test equipment attaches.
Question 7.
In 3.3.18 RETURN SIDE, the same questions as for the supply side.
Please see clarification from the previous answer.
Question 8.
In 3.3.18 RETURN SIDE, please clarify what is meant by: A proposed schematic hydraulic diagram of the directional control value
Directional control valve will be 4 way 3 position, electrically operated.
Question 9.
In 3.4.1 HYDRAULIC POWER SUPPLY, it is stated that Hydraulic power supply shall be contained within test stand housing. Is it acceptable to have the hydraulic power supply as a separate unit? We have COTS HPUs which meet the requirements for the HPU. It would also make the entire system more modular, easier to transfer, and more flexible.
No, must be contained within stand.
Question 10.
In 3.5 PUMPs, it is stated that the Pump system does not have to be separate from the test bench. But is it acceptable when it is separate?
No.
Question 11.
In 3.6 HEAT EXCHANGER, it is stated that the Heat exchanger will be installed on the return line to the reservoir. Is it acceptable to have it in the low pressure supply circuit or alternatively, to have a separate conditioning circuit?
Needs to be on return side.
Question 12.
In 3.6 HEAT EXCHANGER, it is stated that the oil to water system must be a closed loop system. Does this imply that a chiller shall be included in the quote if oil to water system is chosen?
Chiller must be provided by vendor.
Question 13.
In 3.9 RESERVOIR, it is stated that The reservoir shall be capable of being pressurized to 5 psig to ensure positive suction to hydraulic pump. We have a system which ensures positive suction for the main pump, but without the need to pressurize the reservoir. Is this acceptable?
Yes, but must mitigate pump cavitation.
Question 14.
In 3.10.3 FLOW METERS, is it correctly understood that second set of flow meters is to be included in the scope of delivery?
Yes.
Question 15.
In 3.12 PNEUMATIC SYSTEMS, Is pneumatic required to be included in the test stand? Or is it just stated in case the test stand needs it? In other words, is pneumatic system required for testing?
Yes, required for building up pressure on hydrostatic test portion.
Question 16.
In 3.13.1.2 MOTORS, it is stated that the electric motor shall be rated 300 HP, but based on the preliminary analysis of the system, 300 HP is not enough to meet the supply requirements.
It could be accomplished with separate (independent) motors for each circuit.
Question 17.
In 3.13.1.6 ELECTRICAL TEST CIRCUIT, there are various measurements explicitly listed, but there is mention of a multimeter with different measuring ranges. Are all of these explicitly listed measurements additionally required with a measuring system, or are all of these measurements performed with the multimeter? AC measurements are also listed, but no AC source. What is the source requiring the AC measurements?
-must have measuring system
-no, in addition to a multimeter
-AC source would be coming from test components
Question 18.
Is it acceptable to deliver a system designed to European norms (i.e. CE , EN, ISO and DIN)
vs. NFPA and NEMA? Very few difference exist between the two norms.
Yes, but MUST verify equality to NEC/NFPA/NEMA standards.
Question 19.
In 3.10.4 GAUGE GRADUATIONS/REQUIREMENTS, there are 17 gages listed in the Table. It is stated that two gages, a primary and a backup, shall be used during all strength and tightness testing. Does this mean that there should be 34 gages installed? We were under the impression that strength testing is only done at high pressure up to 10,000 psig (as stated in 3.3.16 STRENGTH TESTING).
No, would need 2ea. 6000 psig supply pressure gages, 1ea. 10000 static pressure gage, 3 ea. 0-6000 psig auxiliary pressure gages, 3ea. 0-3000psig return gages. (each supply needs a gage and secondary port to connect additional gage, each return needs a gage and secondary port for additional gage.
Question 20.
In 3.16 CONSTRUCTION, it is stated that the test bed should be finished in accordance with attached design drawing, but no such design drawing was provided.
Due to eliminating base plate for mounting test fixtures, no design necessary.
Question 21.
Section 3.4.1 HYDRAULIC POWER SUPPLY:
a. Statement: ”System shall operate with fluid/s MIL-PRF-17331J, Symbol 2190 TEP and MIL-PRF-17672D, Symbol 2110TH and Symbol 2075 T-H”
b. Question 1a. Is it the governments intent to mix these two fluids? These fluids are both petroleum based but have different intended uses and generally are not compatible. One notable issue is that the MIL-PRF-17672D should not be used where fire-resistant fluid is needed. Another issue is that the MIL-PRF-17331J fluid is a lubricating fluid and not a high compression hydraulic fluid.
c. Question 1b. Do we need to supply one or two HPU systems one for each fluid?
d. Question 2c. Should we assume the customer will clean the HPU system prior to oil change over?
e. FYI Statement: The scavenge oil system that collect spilled oil from the test bed into the spill tank will need to have the return oil direction considered if we use two different oil systems
System will only use 2190TEP. Will need to amend specification. This eliminates b-e.
Question 22.
Section 3.8: “CHILLER:
Standalone chiller provided shall provide capability to control target hydraulic temperature to include bypass valve for heater and cooler. Controls for chiller shall be provided.
a. Statement: ”…to include bypass valve for heater and cooler”
b. Question 2a. What heater and cooler will the bypass valve feed?
c. Question 2b. If we choose to use an air-cooled heat exchanger for the Hydraulic Power
Unit are we required to supply a Chiller?
d. Question 2c. If we are required to supply a Chiller even if we use an air cooled heat exchange, what other items will the Chiller cool and what ratings are required for the Chiller?
b. Bypass valve will allow for chiller bypass if fluid temps don’t require temperature change; same concept for heater
c. preference is for chiller vice air cooled heat exchanger
d. chiller will maintain upper fluid temperature range 130F
Question 23.
Section 3.16 Construction
a. Statement: “Test bed shall have a base plate constructed of 1117 steel or equal with electroless nickel plate finished in accordance with attached design drawing.”
