About this opportunity

DLA Disposition Services issued a sole-source contract notice on September 10, 2026, for maintenance and repair services on the Hydraulic Press Small Arms Demilitarization System ("Commodore Crunch") at its Anniston, Alabama facility, with intent to award to CNC Solutions LLC (CAGE: JTR6) by October 11, 2026. This acquisition is not open to competition; DLA is conducting the procurement under FAR 6.103-1(b), 12.102(b), and 12.201-1 based on the determination that the equipment is available from only one responsible source.

The system is critical to demilitarization operations at the DLA DS Anniston site. CNC Solutions designed, built, and installed the equipment under a prior Army Corps of Engineers contract and possesses proprietary schematics, blueprints, computer systems, and diagnostic tools necessary to maintain this highly customized hydraulic press. The contractor will troubleshoot, diagnose, perform scheduled and corrective maintenance, obtain parts, and repair the system. DLA determined that prior market research—a 60-day SAM.gov posting in 2023 and an Industry Day that attracted three potential offerors—demonstrated no competing capability or interest.

The contract will be structured as a firm-fixed-price and time-and-material indefinite-delivery indefinite-quantity contract under NAICS 811310 (size standard $12.5 million) and PSC J036. The Justification and Approval document was approved by the Competition Advocate on September 9, 2026, subject to fund availability and is attached to this posting.

Notice text

DLA Disposition Services intends to award a sole source contract according to FAR Part 6 and FAR Part 12 to CNC Solutions LLC (CAGE: JTR6). The acquisition is pursued according to procedures in FAR 6.103-1(b), 12.102(b) and 12.201-1. The services for this contract will provide critical preventative maintenance and correct maintenance to the Commodore Crunch system to demilitarize Department of War excess property. Due to the high customization, expertise, and experience of maintaining this equipment, DLA Disposition Services is conducting a sole source action to award this contract to CNC Solutions to perform the maintenance services. Maintenance services are required for the Hydraulic Press Small Arms Demilitarization System, informally known as ‘Commodore Crunch.’ The Hydraulic Press is necessary for demilitarization functions at DLA DS Anniston site. Hydraulic Press operability is imperative to the site’s mission to prevent backlog of material requiring demilitarization. The Contractor shall troubleshoot, diagnose, provide scheduled maintenance, obtain parts, and repair the hydraulic press. The maintenance / repair of this highly specialized equipment is deemed to be available only from the original source, CNC Solutions.

Acquisition planning supports this is a sole source requirement. The Government intends to solicit and negotiate with only one source under the authority of FAR [RFO] 12.102(b). This proposed contract will be a Sole Source acquisition under NAICS code 811310 with a size standard of $12.5M.

The Justification and Approval (J&A) is attached to this posting [Attachment 1]. The J&A was prepared according to FAR 6.104. This notice of intent is not a request for competitive quotations. A solicitation document will not be issued, and quotes will not be requested.

All Federal Acquisition Regulation references in this notice are according to the FAR Overhaul [RFO].
