About this file

This is a Justification and Approval for Other Than Full and Open Competition (Sole Source Justification) from the Defense Logistics Agency (DLA) Disposition Services for maintenance and repair services of the Hydraulic Press Small Arms Demilitarization System, informally known as "Commodore Crunch," located at the DLA DS Anniston Demilitarization Center in Anniston, Alabama. The contracting activity is DLA Disposition Services, J72, operating under the statutory authority of 10 U.S.C. 3204(a)(1), which permits sole source contracting when property or services are available from only one responsible source and no other type of property or services will satisfy agency needs.

The acquisition will be conducted as a firm-fixed-price (FFP) and time-and-material (T&M) indefinite-delivery indefinite-quantity (IDIQ) contract. The contractor will be responsible for troubleshooting, diagnosing, providing scheduled maintenance, obtaining parts, and performing repairs on the hydraulic press system. The equipment is critical to the site's mission to prevent backlogs in demilitarization operations. CNC Solutions, the original manufacturer that designed, built, and installed the system under a previous United States Army Corps of Engineers contract valued at $13,630,785.69, is the sole proposed contractor. The justification emphasizes that CNC Solutions possesses unique expertise, proprietary schematics, blueprints, computer systems, and diagnostic equipment necessary to maintain this highly customized equipment. A 60-day posting on SAM.gov in 2023 resulted in no offers, and an Industry Day attracted three potential offerors who displayed no capability or interest. The estimated total contract price is redacted in the document. The J&A was publicly posted on SAM.gov prior to contract award, and the contract was approved by the Competition Advocate on September 9, 2026, subject to fund availability.

DEFENSE LOGISTICS AGENCY

DISPOSITION SERVICES

74 WASHINGTON AVENUE NORTH

BATTLE CREEK, MICHIGAN 49037-3092

Justification and Approval for Other Than Full and Open Competition [Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements] Hydraulic Press Small Arms Demilitarization System ‘Commodore Crunch’ Maintenance and Repair

Services in Anniston, Alabama.

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”

DLA Disposition Services, J72.

2. Nature and/or description of the action being approved.

Acquire a firm-fixed-price (FFP) and time-and-material (T&M) – indefinite-delivery indefinite-quantity (IDIQ) contract. The acquisition is pursued according to procedures in FAR[RFO] 6.103- 1(b), 12.102(b) and 12.201-1. The services for this contract will provide critical preventative maintenance and correct maintenance to the Commodore Crunch system to demilitarize Department of War excess property. Failure to provide maintenance to this equipment will lead to potential serious injury, financially impact the Government, and lead to a potential operational failure of DLA DS Anniston Demilitarization Center. Further, not restricting this requirement to a sole source action would lead to an unacceptable delay in fulfilling the agency’s requirement.

DLA Disposition Services previously procured the Commodore Crunch system using a United States Army Corps of Engineers (USACE) contract that fabricated based on the specifications provided to properly demilitarize hardened steel components such as small arms and light weapon systems. CNC Solutions was the contracted company to design, build, and install the system.

Due to the high customization, expertise, and experience of maintaining this equipment, DLA Disposition Services is conducting a sole source action to award this contract to CNC Solutions to perform the maintenance services.

3. A description of the supplies or services required to meet the agency's needs (including the estimated value).

Maintenance services are required for the Hydraulic Press Small Arms Demilitarization System, informally known as ‘Commodore Crunch.’ The Hydraulic Press is necessary for demilitarization functions at DLA DS Anniston site. Hydraulic Press operability is imperative to the site’s mission to prevent backlog of material requiring demilitarization. The Contractor shall troubleshoot, diagnose, provide scheduled maintenance, obtain parts, and repair the hydraulic press. The estimated total price for the contract is

4. An identification of the statutory authority permitting other than full and open competition.

10 U.S.C. 3204(a)(1). The head of an agency may use procedures other than competitive procedures only when the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency

5. A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires using the authority cited.

10 U.S.C. 3204(a)(1) necessitates that only one responsible source and no other supplies or services will satisfy agency requirements for this action. Upon installation after procurement from the USACE contract, it was evident that there was no other qualified company that would know and understand the inner workings of the computer systems and how to diagnose faults associated with the equipment than the manufacturer. The manufacturer possesses schematics, blueprints, computer systems, diagnostic equipment, and experience to complete all preventative and corrective maintenance on this highly customized and specialized equipment.

DLA Disposition Services has the responsibility to support Department of War organizations to dispose of excess property according to applicable law, regulation, directive, and policy.

Specifically, this equipment provides a critical capability to safely and properly demilitarize hardened steel components such as small arms and light weapon systems. If the equipment were to not be properly maintained, it would be detrimental to site operations and create unnecessary backlog of operations that would further delay the ability of Department of War entities to successfully complete excess turn-ins for demilitarization. Additionally, large backlogs inherently generate more risk of the pilferage of sensitive property that cannot be released to the public, or adversaries and enemies of the Government.

The Government would be severely injured without providing the level of maintenance required for this equipment which can only be provided by the manufacturer.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as possible, including whether a notice was or will be publicized as required by part 5 and, if not, which exception under part 5 applies.

This action was posted to www.sam.gov for 60 days in 2023 and resulted in no offers. The services required under this contract are highly unique due to the customized manufacture of this machine.

There are no known sources that could reasonably develop the expertise without access to the expertise held by the manufacturer. DLA Disposition Services previously held an Industry Day for potential Offerors to conduct a site visit with the equipment and the manual. The previous Contracting Officer of this requirement experienced three Offerors that showed up and none displayed any interest or capability to maintain the machine.

The Commodore Crunch was moved to a new building in 2026 under a United States Army Corps of Engineers contract. Given the highly specialized design of this piece of equipment, the equipment was disassembled, moved, and reassembled by CNC Solutions, the designers of the Commodore Crunch.

New efforts to gain competition for the maintenance / repair of the Commodore Crunch is impractical given the complexity of this highly specialized equipment, that was custom designed and built for the Defense Logistics Agency. This industrial press was engineered and built under a United States Army Corps of Engineers contract valued at $13,630,785.69. The O&M manual is 5,962 pages.

The maintenance / repair of this highly specialized equipment is deemed to be available only from the original source, CNC Solutions. An award to a source, other than the original source, would result in substantial duplication of cost to the United States which is not expected to be recovered through competition, and would create unacceptable delays in fulfilling the agency's needs.

This J&A will be publicly posted on www.sam.gov prior to contract award.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

The anticipated price paid by the Government is determined that it will be fair and reasonable.

Price reasonableness will be assessed using price analysis techniques including inflation analysis, previous award costs, and comparison to similar Hydraulic Press maintenance service contracts.

8. The market research conducted (see part 10) and the results or a statement of the reason market research was not conducted.

Market research was not conducted. Extensive market research and publicized opportunities were granted to Industry during the previous acquisition. The equipment is too complex, customized, and unique for any offeror to develop even a basic knowledge of the workings of the machine. The machine requires extensive knowledge that could only be obtained by the manufacturer. Market research would generate the same results as before, wasting valuable time, money, and effort of the Government to yield no benefit.

9. Any other facts supporting using other than full and open competition, such as:

N/A.

10. A listing of the sources, if any, that expressed an interest in the acquisition in writing.

No sources expressed interest in this acquisition in writing.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

The agency may take actions to contact various industry partners to identify potential commercially available hydraulic presses capable of performing the same demilitarization procedures with less customization to enable competition among maintenance service providers. Additionally, continuously perform market research annually to see if new or existing entities develop the expertise or interest in performing the requirement in the future.

12. Contracting officer certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief.

I certify that this justification is accurate and complete to the best of my knowledge and belief. I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.

Matthew Wonch Contracting Officer
