The Corps has determined that Mathew Marine is the only vendor capable of providing these items, supported by an RFI posted June 16–22, 2026 that yielded no competing responses. Interested contractors may submit a capability statement, proposal, or quote to Contracting Officer Ian Lutjens before the notice closing date, including business name, point of contact, email, phone number, CAGE code, UEI number, and small business category if applicable. The vane pump must be a fixed-displacement, balanced V20 series with 8 GPM capacity at 1,200 RPM, foot mount, and right-hand clockwise rotation. All components must withstand saltwater corrosion and mechanical stress with chrome-plated rod plating and precise mounting tolerances. Quality assurance final inspection by the Technical Lead will verify stroke length, bore, and mounting dimensions; contractors must provide 24-hour notice prior to inspection. Delivery to 8010 NW St Helens Road, Portland, Oregon 97210 is required Monday through Thursday, 08:00–15:00 Pacific Time.
