The processor must handle round bales of at least 5 feet in diameter, partial large square bales of at least 4'x4'x4', and various hay types including straw, cornstalk, and grass/alfalfa hay. Required features include a directional swivel chute with a minimum 40-foot blow distance, hydraulic bale clamp, self-loading gate, and load sensing crossbeater. Technical specifications include a capacity of 1.7 m³, bale chamber dimensions of minimum 1.27m x 0.8m x 1.24m (tailgate down), oil flow rate of 40–75 liters per minute, and maximum blow distance of 12 meters. Offerors may propose "or equal" products meeting or exceeding all salient characteristics. Delivery is required within 240 days of award to Building 24, 1920 Dayton Road, Ames, Iowa 50010, FOB destination. Award will be made on a firm-fixed price basis to a single offeror using Lowest Price, Technically Acceptable evaluation criteria. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1232SA26Q1027 is issued as a Request for Quotation (RFQ) for a Hydraulic Bale Processor.
The solicitation document and incorporated provisions and clauses are those in effect through the Revolutionary FAR Overhaul (RFO). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul.
This acquisition is an unrestricted requirement. The applicable North American Industry Classification Standard Code (NAICS) is 333111 - Farm Machinery and Equipment Manufacturing. The small business size standard is 1,250 Employees. All responsible sources may submit a quotation which will be considered by the agency.
The Agriculture Priorities and Allocations System (APAS) and assigned rating are not applicable to this solicitation.

Quotes received after the established “Date Offers Due” deadline will be considered late. Late quotes may only be considered if it is in the Government’s best interest and if it will not unduly delay award.
