About this opportunity
The United States Coast Guard Base Portsmouth has issued a Notice of Intent to Award a Sole Source Contract for hydraulic assemblies required to repair and overhaul a self-propelled hydraulic boat trailer. This special notice, posted on March 16, 2026, is not a competitive solicitation but rather a formal announcement of the Coast Guard's intent to award a sole-source purchase order to HOSTAR Marine Transport Systems. The requirement falls under NAICS code 333924 (Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing) and Product Service Code 2330 (Trailers). The Coast Guard has determined that only one source can meet this requirement because the hydraulic arm assemblies, bunks, lifting arms, pads, and pins must be custom fabricated by the original equipment manufacturer (OEM) using proprietary specifications.
Interested parties have until 10:00 AM Eastern Time on March 26, 2026, to submit a capability statement demonstrating their ability to perform the work; this submission deadline is firm and responses must be directed via email to Mathew Malo at Mathew.A.Malo@uscg.mil. While this notice invites capability statements from potential contractors, the government retains sole discretion to determine whether to conduct a competitive procurement based on the responses received. There are no specific eligibility restrictions stated, though contractors must demonstrate capability to produce OEM-custom fabricated hydraulic components for self-propelled trailers. The government will not be responsible for any costs incurred by contractors in responding to this notice, and information submitted will be evaluated solely to determine whether competition is warranted, not to solicit quotes or proposals for immediate contracting.
