About this opportunity
The Department of the Navy Naval Sea Systems Command, specifically the Portsmouth Naval Shipyard, is seeking sources to provide two specific types of pipes: 2.50 inch Schedule 40 and 4.00 inch Schedule 80, both with corresponding National Stock Numbers. The procurement will be conducted under Simplified Acquisition Procedures with Full and Open Competition, utilizing NAICS code 331210 with a small business standard of 1,000 employees. The evaluation will employ a Lowest Price Technically Acceptable (LPTA) methodology, assessing vendors on technical capability, delivery schedule, price, and past performance. Vendors must be registered in the System for Award Management (SAM) and provide non-destructive testing procedures in accordance with MIL-STD-2132D. The pre-solicitation announcement will be publicized from April 7th to April 21st, 2025, with the full solicitation expected to be released between April 22nd and May 6th, 2025.
The contract has no specific set-aside designation and will be open to all qualified vendors. The procurement involves two line items of pipes, with each item requiring detailed data requirements including material certification and procedure approvals. Vendors must demonstrate compliance with quality requirements such as MIL-I-45208 or ISO 9001/9002, and past performance will be evaluated using various government databases. The requested delivery schedule is 50 weeks after receipt of order, with delivery to be made to the Portsmouth Naval Shipyard in Kittery, Maine. Vendors with no prior performance will be rated as "Acceptable," and interested parties can contact Sarashea Thibodeau via email for additional information. While specific award values are not disclosed, the procurement includes precise technical specifications for the pipe materials, indicating a focused and technical acquisition process.
