About this file
This document is a Request for Quote (RFQ) for the Portsmouth Naval Shipyard, detailing submission instructions and evaluation criteria for procuring specific pipe materials. The solicitation seeks two types of pipes: 2.50 inch Schedule 40 and 4.00 inch Schedule 80, with associated data requirements including material certification and procedure approvals. Vendors must submit quotes via email to Sarashea Thibodeau, be registered in the System for Award Management (SAM), and provide non-destructive testing procedures in accordance with MIL-STD-2132D.
The evaluation will use a Lowest Price Technically Acceptable (LPTA) methodology, assessing vendors on technical capability, delivery schedule, price, and past performance. The requested delivery schedule is 50 weeks after receipt of order, and vendors must demonstrate compliance with quality requirements such as MIL-I-45208 or ISO 9001/9002. Past performance will be evaluated using various government databases, with vendors having no prior performance rated as "Acceptable". The solicitation will be open from April 7th to April 21st, 2025, with the full solicitation expected to be released between April 22nd and May 6th, 2025.
