About this opportunity

The Department of State is seeking HVAC Water Treatment Services for its embassy facilities in the Philippines, including the Seafront and Chancery Compounds and the Chief of Mission Residence. The solicitation is a Request for Quotations (RFQ) targeting responsible companies capable of providing comprehensive water treatment services for HVAC systems. Prospective offerors must be registered in the System for Award Management (SAM) and attend a mandatory pre-quotation conference and site visit on January 8, 2025. Quotations are due by January 30, 2025, at 4:00 PM Philippine local time and must be submitted electronically to ManilaContracting@state.gov in specific file formats. The government intends to award the contract to the lowest-priced, technically acceptable offer, potentially without further discussions, with proposals evaluated based on completeness, technical capability, and pricing.

The solicitation does not include any specific set-aside designations and is open to all qualified contractors. The contract appears to be for a one-year base period with three potential one-year option periods, potentially extendable by six months. While specific award value is not explicitly stated, the comprehensive nature of the services suggests a significant contract scope covering water treatment for multiple embassy facilities. The place of performance is exclusively in the Philippines, specifically at the U.S. Embassy's Seafront Compound, Chancery Compound, and Chief of Mission Residence in Manila. Contractors will be required to provide detailed water treatment services, including chemical treatments, system maintenance, and compliance with local hazardous materials regulations. The previous contract number was 19RP3823P2368, indicating this is a re-competed service requirement.
