About this opportunity
The National Park Service seeks HVAC replacement, repair, cleaning, and maintenance services for four existing systems at Rosie the Riveter/WWII Home Front National Historical Park in Contra Costa County, California, with quotations due August 31, 2026. This is a Total Small Business Set-Aside under NAICS 238220 with a $19 million annual gross receipts size standard.
Place of performance is the park facility in Contra Costa County, California. The scope encompasses complete replacement of Systems 1 and 2 with new Daikin inverter-driven heat-pump systems (or approved equal), including decommissioning existing equipment, recovering and reusing refrigerant piping where suitable, pressure-testing and evacuating systems, charging with R-410A refrigerant, installing condensate pumps and controllers, reconnecting electrical circuits, and full commissioning. Systems 3 and 4 require targeted repair and maintenance: evaporator coil cleaning, blower wheel or assembly cleaning, outdoor condenser coil chemical cleaning, control board replacement (System 3 only), and E-Flex Guard line-set covering installation at all systems. All new outdoor and indoor unit coils must receive Gorilla Coating Tropicoat corrosion protection due to the waterfront location, and the contractor must install a secondary safety drain pan with Wet Switch in the server room. The contractor furnishes all labor, materials, tools, equipment, testing, and commissioning services and is responsible for permits and inspections. Warranty coverage for Systems 1 and 2 includes ten years of Daikin limited parts and compressor warranty plus two years of contractor labor warranty; Systems 3 and 4 coverage is limited to manufacturer or contractor warranty for specific components.
The contract type is firm-fixed-price. The period of performance runs September 21, 2026 through November 30, 2026, with work commencement required within 10 calendar days of notice to proceed and completion within 30 calendar days. The government seeks offers below $100,000. Evaluation factors include price, relevant experience with similar HVAC projects within the past six years, construction schedule demonstrating critical path and logical sequencing, current California Contractor State License (C-20 or applicable classification), and past performance. Quoters must register in SAM, acknowledge Amendment 0001 (posted August 28, effective August 28), submit a completed price schedule, General References form, Technical Information Form with relevant experience narrative, proposed schedule in MS Project format, current state license copy, and past performance references with at least three projects. Davis-Bacon wage rates and Buy American requirements for construction materials apply. Performance and payment bonds are required within 10 days of award. Contracting Officer is Liset Gomez; Contracting Officer's Representative is Matthew Bayless.
