About this opportunity
The Department of the Army Materiel Command Army Contracting Command, through its Regional Contracting Office (RCO) Benelux, is conducting market research to identify qualified contractors for HVAC Maintenance Services in the Netherlands. The procurement will cover preventive maintenance, inventory management, testing, and laboring of heating, ventilation, air conditioning, and combination systems across three U.S. Army locations: Joint Forces Command (JFC) Brunssum Buildings H-310 and H-602, USAG Brunssum Support Site, and Army Preposition Stock-2 (APS-2) Eygelshoven. Interested contractors must demonstrate the ability to provide comprehensive HVAC services in compliance with manufacturer specifications and Dutch regulations (BAL), obtain required certifications including SCIOS for combustion systems and BRL 100/BRL 200 certifications for F-gas systems, and maintain appropriate VCA certificates for all personnel. This Sources Sought notice serves as the foundation for market research, with responses to this inquiry anticipated to lead to a full and open competitive Request for Quote (RFQ) solicitation. Prospective contractors must submit their interest by the March 16, 2026 deadline, and no feedback or evaluations will be provided on submissions.
This procurement carries no set-aside designation and no incumbent contractor is identified in the available documentation. The contract is anticipated to be awarded as a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with an estimated period of performance commencing in September 2026 and lasting five years (five ordering periods), though respondents are being asked about their capability to provide pricing for a seven-year performance period. The estimated annual workload comprises approximately 1,053 hours across project management, boiler systems, refrigeration, air-side systems, dehumidifiers, inventory management, and site visits. Demand Maintenance Orders will be classified into three priority levels with response times ranging from one hour for emergencies to thirty days for routine maintenance work. While no specific budget or award value is disclosed in the Pre-solicitation Notice, the scope and complexity of maintaining HVAC systems across multiple military facilities suggests a substantial service contract requiring experienced and certified personnel.
