About this file
This is a Performance Work Statement (PWS) for HVAC maintenance services at U.S. Army Garrison Benelux facilities, dated February 17, 2026. The contract covers preventive maintenance, inventory, testing, and labeling of heating, ventilation, air conditioning, and combination (HVAC/LBK) systems across three locations: Joint Forces Command (JFC) Brunssum Buildings H-310 and H-602 (CYSS), USAG Benelux Brunssum Support Site, and Army Preposition Stock-2 (APS-2) Site Eygelshoven in the Netherlands.
The Contractor must provide comprehensive HVAC services including annual preventive maintenance on heating and combustion systems, hydronic heating and cooling systems, air-side systems, refrigeration and air-conditioning systems, dehumidifiers, control air and compressor systems, and fuel and gas distribution systems. All work must comply with manufacturer specifications, Dutch Besluit Activiteiten Leefomgeving (BAL) regulations, and applicable environmental standards. Special certifications are required: SCIOS certification for combustion system work, BRL 100 and BRL 200 certifications for F-gas systems, and VCA certificates for all personnel. The Contractor must maintain F-gas logbooks, provide quarterly maintenance reports, document all services within one business day of completion, and submit equipment certifications within five business days. Demand Maintenance Orders (DMOs) are classified into three priority levels with response requirements ranging from one hour for emergencies to thirty days for routine work. The estimated workload includes 1,053 hours annually across project management, boiler systems, refrigeration, air-side systems, dehumidifiers, inventory, and site visits. Technical Exhibit C provides a detailed HVAC equipment inventory across all three sites.
