About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 4 is conducting market research for HVAC cleaning services at the Wilmington VA Medical Center in Wilmington, Delaware. The procurement seeks capable contractors to provide semi-annual cleaning of HVAC grilles, registers, diffusers, and fan coil units, with services to be performed in compliance with National Air Duct Cleaners Association (NADCA) standards and utilizing high-efficiency vacuums with HEPA filtration. Contractors must demonstrate the ability to work within the facility's restricted hours (Monday-Thursday, 4:00 pm to 2:00 am, with some areas accessible 8:00 am to 4:30 pm) and comply with all OSHA, EPA, and VA safety regulations. This is a Sources Sought notice for market research purposes only, designed to inform the Government's acquisition strategy and determine potential socio-economic set-asides, rather than a formal solicitation. Interested contractors must submit a brief statement of interest and capability statement via email to Contract Specialist Christina Gennaoui at Christina.Gennaoui@va.gov by December 2, 2025 at 4:00 PM EST, with Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) preferred and required to provide SBA VetCert certification documentation.

This procurement carries no set-aside designation at this time, though the Government is evaluating whether socio-economic set-asides should be implemented based on market research responses. The scope of work encompasses approximately 2,714 grilles, registers, and diffusers plus 580 fan coil units distributed across multiple buildings and rental trailers at the medical center facility. No incumbent contractor or award value information is disclosed in this pre-solicitation notice, as this is a market research phase intended to inform future contracting decisions. Contractors bear responsibility for any damages incurred during cleaning operations and must coordinate scheduling with the Wilmington VA Program Manager, with cleaning frequency and specific timing to be documented in future task orders. The suggested NAICS code is 561790 (Other Services to Buildings and Dwellings) and the Product Service Code is H141 (Quality Control – Refrigeration, Air Conditioning, and Air Circulating Equipment).
