Amendment 1 - The purpose of this amendment is to post photos of field controls and extend due date.

The 171st Air Refueling Wing (ARW) intends to utilize this Request for Quote (RFQ), under solicitation number W50S91-23-Q-0015, to award without discussions, a Firm Fixed Price (FFP) type contract for a heating, ventilation, and air conditioning (HVAC) direct digital control (DDC) system, also known as a building automation system (BAS) for the 171 ARW, Coraopolis, PA.

The Government intends to award one contract to the responsible Quoter whose quotation represents the Best Value to the Government. The Government intends to award a FFP contract resulting from the RFQ to the responsible Quoter whose quotation conforms to the RFQ; meets the salient physical, functional, and performance characteristics; and is the lowest price. Quoters shall complete and submit a quotation with the following information: Cover Letter, list of proposed equipment meeting the salient physical, functional, and performance characteristics, and price to include delivery and installation. Submitted quotations shall be valid for 90 days after the closing date of the RFQ.

The Government reserves the right to award no contract at all. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response.

This requirement is being solicited 100% small business set-aside. The NAICS code for this acquisition is 334512 and the Small Business size standard is 500 employees.  All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov.

Contractor shall deliver and install all equipment within 120 days of contract award.

The purpose of this project is to replace existing Siemens Insight proprietary system components with a non-proprietary, open protocol system such as Tridium Niagara BAS. The intent is to only replace the front-end of the system, leaving in place as many of the existing Siemens field controllers and sensors as possible. However, the Contractor must determine if any existing field controllers and/or sensors must be replaced, or if new BACnet wiring must be installed, to connect all the equipment that is currently connected to the Siemens system to the new BAS system (see attached solicitation for additional information).

Vendors shall respond to this RFQ via email by 15 August 2023 at 0900 hours (9:00 am) Eastern Time (ET).  All quotes should be sent to the Contracting Office, Steve Sisneros, at steven.sisneros.2@us.af.mil, and kaitlynn.fuga@us.af.mil before the due date and time specified.  Any quote, modification, or revision of a quote received after the exact time specified for receipt of quotes is considered “late”.

All quoters must list Unique Entity Identifier (UEI) number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a UEI number or CAGE code, please visit https://www.sam.gov.  Lack of registration in the SAM database will make a quoter ineligible for award.

Vendor must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer.  If you are not currently registered, please visit the following website https://piee.eb.mil/ to complete your registration.

All questions regarding the RFQ package must be submitted to the above e-mail addresses by 9 August 2023 at 0900 (9:00 am) ET.  Any questions asked over the telephone will not be answered. Any questions received after this date and time may not be answered.

When returning the solicitation (standard form 1449), please complete the following:

1. Company Information (Name & Address) and CAGE Code in Block 17a.

2. Blocks 30a., 30b., and 30c.
