About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health, intends to award a sole source contract to Scientific Volume Imaging, B.V. of The Netherlands for renewal of Huygens Deconvolution Software maintenance and upgrades. This specialized image processing software is essential for the Research Technologies Branch Biological Imaging Section to analyze confocal microscope data by recovering objects degraded by blurring and noise, improving signal-to-noise ratios for structures at or below resolution limits. The procurement is justified under sole source authority because Scientific Volume Imaging is the manufacturer and proprietary owner of the software, with only their technicians possessing the expertise to maintain and upgrade the technology. The government states that changing software would incur significant costs and research interruptions due to required staff retraining. Interested parties may submit capability statements via email to Danielle Tines or Linda Smith by 1:00 pm EST on June 27, 2025, though the government reserves the right to determine whether to compete the requirement.
This procurement does not utilize any set-aside designations and will be awarded as a firm fixed price purchase order. Scientific Volume Imaging, B.V. is positioned as both the incumbent and sole qualified contractor, having provided this software to NIAID for multiple years. The contract covers maintenance and upgrades for 12 total software seats: 8 seats of Huygens Essential Software version and 4 seats of Huygens Professional Software version. The period of performance spans one year from July 1, 2025, through June 30, 2026. While no specific contract value is mentioned in the notice, the procurement falls under the IT and Telecom category for business application software with perpetual licenses. The justification emphasizes that Scientific Volume Imaging does not utilize resellers, making them the exclusive source for the required services.
Notice text
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS. This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm fixed price purchase order under the authority of 41 U.S.C. 3304(a_(1), as implemented by FAR 13.106-1(b)(2) and 13.501(a) – Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirement and is not a request for completive proposals. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Scientific Volume Imaging, B.V. located in The Netherlands, for renewal of Huygens Deconvolution Software as required for the Research Technologies Branch (RTB) Biological Imaging Section (BIS).
Specs and requirements, with quantities, as listed below. Period of Performance (POP) from July 1, 2025 – June 30, 2026
Maintenance and Upgrades Huygens Essential Software version, 8 seats
Maintenance and Upgrades Huygens Professional Software version, 4 seats
Maintenance | Scientific Volume Imaging (svi.nl)
The BIS collects confocal microscope data with DIR investigators. Image processing software is required that can recover objects that are degraded by blurring and noise. Deconvolution allows the analysis of structures at or slightly below the limit of resolution by improving the signal to noise ratio. BIS requires the renewal of Huygens deconvolution software which has been utilized for multiple years. Changing software at this time would incur a significant cost increase and create an interruption in research to the government in terms of dollars and time to cover new training for BIS staff and NIAID investigators.
Scientific Volume Imaging, B.V. is the manufacturer and proprietary owner for this software and associated upgrades and does not utilize resellers. Only Scientific Volume Imaging, b.v. technicians are trained experts in maintaining and upgrading this software and are the only ones able to access the technology necessary to meet the government’s requirements.
