About this file

This document is a Pre-Solicitation Notice of Intent for the National Institute of Allergy and Infectious Diseases (NIAID) to award a sole source, firm fixed price purchase order to Scientific Volume Imaging, B.V. in The Netherlands. The procurement is for renewal of Huygens Deconvolution Software for the Research Technologies Branch Biological Imaging Section, covering maintenance and upgrades for 8 seats of Huygens Essential Software and 4 seats of Huygens Professional Software, with a performance period from July 1, 2025 to June 30, 2026.

The sole source justification is based on Scientific Volume Imaging being the manufacturer and proprietary owner of the software, with unique expertise in maintaining and upgrading the technology. The software is critical for processing confocal microscope data, allowing analysis of structures at or below resolution limits by improving signal-to-noise ratio. Interested parties can submit capability statements by email to Danielle Tines or Linda Smith by 1:00 pm EST on Friday, June 27, 2025, though the government reserves the right to determine whether to compete the requirement based on received responses.

PRE-SOLICITATION NOTICE **NOTICE OF INTENT**

Notice of Intent: NOI-NIAID-25-2260874

NAICS – 513210, Software Publishers

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS. This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm fixed price purchase order under the authority of 41 U.S.C.

3304(a_(1), as implemented by FAR 13.106-1(b)(2) and 13.501(a) – Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirement and is not a request for completive proposals. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Scientific Volume Imaging, B.V. located in The Netherlands, for renewal of Huygens Deconvolution Software as required for the Research Technologies Branch (RTB) Biological Imaging Section (BIS).

Specs and requirements, with quantities, as listed below. Period of Performance (POP) from July 1, 2025 – June 30, 2026

Maintenance and Upgrades Huygens Essential Software version, 8 seats Maintenance and Upgrades Huygens Professional Software version, 4 seats Maintenance | Scientific Volume Imaging (svi.nl)

The BIS collects confocal microscope data with DIR investigators. Image processing software is required that can recover objects that are degraded by blurring and noise. Deconvolution allows the analysis of structures at or slightly below the limit of resolution by improving the signal to noise ratio. BIS requires the renewal of Huygens deconvolution software which has been utilized for multiple years. Changing software at this time would incur a significant cost increase and create an interruption in research to the government in terms of dollars and time to cover new training for BIS staff and NIAID investigators.

Scientific Volume Imaging, B.V. is the manufacturer and proprietary owner for this software and associated upgrades and does not utilize resellers. Only Scientific Volume Imaging, b.v.

technicians are trained experts in maintaining and upgrading this software and are the only ones able to access the technology necessary to meet the government’s requirements.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply or service will satisfy agency requirements. THIS IS NOT A REQUEST FOR SOLICITATION OR FOR COMPETITIVE QUOTATIONS. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-25- 2260874 to Danielle Tines, danielle.tines@nih.gov or Linda Smith, linda.smith2@nih.gov, by 1:00pm EST Friday, June 27, 2025. All responses received by the closing date of this synopsis will be considered by the Government.
