About this opportunity
The USDA Forest Service is soliciting quotations for fuels management and forest stewardship services on the Sequoia National Forest's Hume Lake Ranger District near Dunlap, California. The procurement encompasses timber removal, hazard tree elimination, slash piling, and biomass haul services across approximately 2,000+ acres to improve forest health, reduce fuels, and maintain wildlife habitat. This restricted procurement is only available to approved vendors under the R5 Pacific Southwest Stewardship Blanket Purchase Agreement and may be awarded as a single BPA call order. The evaluation will emphasize technical approach and relevant past performance on similar projects (weighted significantly higher than other factors), combined with consideration of local community benefits, which together will be weighted approximately equally to price considerations. Key personnel requirements include an overall project manager, logging supervisor, and fuels treatment supervisor. The proposal deadline has been extended to April 3, 2026 at 4:00 P.M. PST following four amendments that addressed technical specification revisions, snow clearing requirements, and timber volume updates. A mandatory site visit was held on February 12, 2026 at the Hume Lake District Office, and an industry meeting was conducted on March 11, 2026 via Microsoft Teams to discuss amendment changes.
This procurement includes no small business set-aside. The contract is structured as firm-fixed price with separate technical and price proposal submissions, covering mandatory work items totaling approximately 600 acres (Items 1-2.1) and optional work items spanning approximately 3,400 acres (Items 3-5) including 1,402 acres of additional plantation thinning and 26,426 tons of biomass removal. The estimated total timber volume is approximately 51,620 tons, with mandatory work including 261 acres of plantation thinning and 262 acres of roadside hazard tree removal. The period of performance runs from the award date through March 1, 2029, with an anticipated award in March 2026. Work will be performed in the Hume Lake Ranger District near Dunlap, California, across multiple treatment units located within the Sequoia National Forest. All offerors must be actively registered in SAM.gov and comply with Service Contract Act prevailing wage requirements ranging from $17.71 to $43.23 per hour depending on occupational classification.
