About this opportunity
The Drug Enforcement Administration (DEA) is seeking Human Performance Technical Services through a Request for Quote (RFQ) issued under simplified acquisition procedures. The procurement requires a contractor to develop and deliver a comprehensive human performance program for Basic Agent Trainees and DEA field personnel, featuring workshops covering five performance pillars (Resilience, Stress Mitigation, Sleep, Nutrition, and Strength and Conditioning), monthly webinars, injury reduction screenings, a mobile application for fitness tracking and educational content, personalized baseline performance assessments, and leadership reporting dashboards. Key qualifications require a full-time Coordinator and Specialist, each holding at minimum a bachelor's degree with CSCS (Certified Strength and Conditioning Specialist) certification and extensive experience in physical training, anatomy, physiology, and performance assessment. Evaluation will be based on technical approach, key personnel qualifications, and past performance, with technical factors weighted significantly more heavily than price. The deadline for submission of written questions is November 14, 2025, at 10:00 AM Eastern Time, and final quotes must be received by email at Naomi.S.Collier@dea.gov on or before December 2, 2025, at 10:00 AM Eastern Time, with no late submissions accepted.
This solicitation is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), making only qualifying firms eligible to compete. The contract will be awarded as a single-award Blanket Purchase Agreement (BPA) with a base year and four option years, with an estimated total contract value of $3,000,000 and no guaranteed minimum purchase amount. The contractor must assign two full-time equivalent personnel for the one-year performance period and provide commitment letters for key personnel as part of the submission. Place of performance is primarily at the DEA Training facility in Quantico, Virginia, though workshops may be conducted at DEA field offices nationwide, with travel cost estimates required for these potential deployments. Technical proposals are limited to 25 pages, excluding resumes and commitment letters, and may include a combination of in-person and virtual workshop delivery options.
