About this file

This document is a Questions and Answers (Q&A) file for a Human Performance contract (Solicitation Number 15DDHQ25Q00000145) issued by the Drug Enforcement Administration (DEA). The Q&A clarifies key details about a Blanket Purchase Agreement (BPA) that requires two full-time equivalent (FTE) personnel for a one-year performance period. Important clarifications include: pricing should be provided in Business Quote Volume 2 using the pricing structure in Section 2, past performance should reflect 3 years of contract history, and Adobe PDFs are acceptable submission formats.

Notable specifics include the requirement for commitment letters for key personnel, flexibility on workshop delivery (preferring in-person but accepting a combination of in-person and virtual), and confirmation of travel cost estimates that can be adjusted as needed. The solicitation allows 25 pages for the technical volume, with resumes and commitment letters not counting toward the page limit. There is an incumbent contractor, though no survey feedback is available. The contract involves workshops, a mobile app, online portal, reporting, and dashboards, with no specific Commercial Off-the-Shelf (COTS) app preference.
