About this opportunity
The Defense Health Agency intends to solicit a new contract for human cadavers and associated services supporting the residency program at Naval Medical Center Portsmouth, with an RFI response deadline of May 13, 2026 and current contract expiration of June 30, 2026.
Performance runs from July 1, 2026 through September 30, 2028 (base year plus two option years) at Building 3, 1st Floor, Room 134B, Bioskills Cadaver Lab, Portsmouth, Virginia 23708. The contractor must supply whole-body ethanol-preserved cadavers (15–20% ethanol concentration) suitable for vascular flushing and injection, and whole-body formaldehyde-embalmed cadavers (20–37% formaldehyde concentration) for anatomical dissection. During the base year (July–September 2026), the requirement is six ethanol-preserved cadavers (three male, three female) and one formaldehyde-embalmed cadaver. Each option year calls for 25 ethanol-preserved cadavers (12 male, 13 female) and one formaldehyde-embalmed cadaver, with monthly delivery averaging two specimens.
The contractor must provide 24/7 technical support, all logistics including delivery and pick-up, room-temperature or refrigerated transport as appropriate, out-of-state transit permits, regulatory compliance documentation, final disposition including cremation and return of remains to next of kin, base access via DBIS, and replacement cadavers within one week if specimens are unsuitable. Work is performed Monday–Friday, 0700–1530 hours, excluding federal holidays. Compliance with all applicable legal, ethical, and health regulations governing human remains, donor confidentiality, and dignity is mandatory. Loss of this contract would jeopardize ACGME accreditation of the GME program. NAICS 621991, PSC 6555. Submit RFI responses in Word or PDF to Lisa Wilk (lisa.c.wilk.civ@health.mil) and Carol Uebelacker (carol.e.ubelacker.civ@health.mil) by May 13, 2026, 5:00 p.m. EST.
