About this file
This is a Draft Statement of Work (SOW) for a non-personal supply contract to provide human cadavers and associated services to Naval Medical Center Portsmouth (NMCP) under the Defense Health Agency. The contract is essential for supporting physician and residency programs at NMCP, as the availability of cadaver specimens is mandatory for Accreditation Council for Graduate Medical Education (ACGME) accreditation; loss of this contract would result in loss of GME program accreditation, potential program closure, and failure to meet surgical competency standards required for military medical readiness.
The contractor must supply 25 ethanol-preserved cadavers (15-20% ethanol concentration) and 3 formaldehyde-embalmed cadavers (20-37% formaldehyde concentration) during the performance period from July 1, 2026 through September 30, 2028, consisting of a base year and two option years. Ethanol-preserved cadavers must support vascular flushing/injection with superior tissue compliance and be delivered unfrozen at room temperature for immediate use; formaldehyde-embalmed cadavers require complete arterial embalming for tissue dissection with six-month longevity. The contractor shall provide monthly delivery and pick-up services (averaging two cadavers monthly), maintain 24/7 technical support, obtain all required out-of-state transit permits and regulatory compliance documentation, and manage final disposition including cremation and return of remains to next of kin. Services are performed at Building 3, 1st Floor, Room 134B in Portsmouth, Virginia, Monday through Friday, 0700-1530, excluding federal holidays. The contractor must obtain base access through DBIS and demonstrate full compliance with all legal, ethical, and health regulations governing human remains, while maintaining strict confidentiality and dignity of all donors. Replacement cadavers must be provided within one week if a specimen is unsuitable for training.
