Individual task orders may include support for Enterprise Performance, Governance, and Risk; Program, Project, and Portfolio Management; Business, Administrative, and Mission Support; Financial, Budget, and Capital Planning; Customer, Employee, and Stakeholder Experience; Enterprise Architecture and IT Strategy; Software Engineering, Data, and Emerging Technology; Cybersecurity, Risk, and Compliance; IT Operations and Maintenance; End User and Infrastructure Support; and Data Center and Cloud Infrastructure. The contract is anticipated to consist of one twelve-month base period and four twelve-month option periods, with an optional 6-month extension. The applicable NAICS code is 541512 (Computer Systems Design Services) with PSC codes D300, D301, D306, D307, and D399. The anticipated release date is Fiscal Year 2026. HUD envisions contractors operating under a principle of Extreme Ownership using an agile approach. A Pre-solicitation Conference is scheduled for April 22, 2026, at 10:00 AM EST via virtual or in-person, with registration deadline of April 16, 2026, at 11:00 AM EST. Capability statements are due April 30, 2026. Contractors must be actively registered in the System for Award Management (SAM). Pre-solicitation Notice:
The Department of Housing and Urban Development through the Office of the Chief
Information Officer (OCIO) intends to issue a solicitation for Technology Transformation Next
Generation (H2TNG) Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity
(IDIQ) vehicle. The H2TNG MAC IDIQ is intended to provide comprehensive IT Support
Services and Technology Transformation Next Generation (ITSS and 2TNG) solutions across
HUD Headquarters, regional and field offices, data centers, and other designated locations, spanning all OCIO functional areas. Through individually awarded Task Orders (TOs), contractors may be required to deliver enterprise-wide capabilities across the IT lifecycle, including governance, acquisition and financial support, enterprise architecture, systems engineering, cloud and data solutions, cybersecurity, IT operations and maintenance, and end user and infrastructure support.
HUD anticipates that this vehicle may employ an integrated, team-based delivery approach, with multiple awardees operating as prime contractors supported by formal teaming partners. These teams may include small businesses, socio-economic small business concerns, large businesses, academic institutions, and non-profit organizations, enabling the combination of broad reach, technical depth, and specialized expertise to support HUD’s complex and evolving IT requirements. Support shall span the functional areas of the Office of Chief Information Officer
(OCIO), including but not limited to:
• OCIO front office
• Assistance Chief Information Officer Business IT Resource Management (ACIO BIRM)
• Office of Chief Technology Officer (OCTO)
• ACIO Customer Relationship & Performance Management (ACIO CRPM)
• Office of Chief Information Security Office (OCISO)
• ACIO Office of Infrastructure & Operations (ACIO OIO)
• Office of the Artificial Intelligence Officer (OAIO)
• Office of Digital Business Officer (ODBO)
For this IDIQ requirement, individual task orders (TO) may include support request for, but are not limited to:

HUD’s vision for this IDIQ is to solicit for interested contactors who will operate under a principle of Extreme Ownership in all aspects of contract performance using an agile approach.
This principle requires the Contractor to take full and complete responsibility for the successful execution of all assigned tasks and the delivery of all outcomes required under this contract.
The anticipated contract will consist of one (1) twelve-month base period and four (4) twelve-month option periods, with optional 6-month extension. The anticipated release date for this requirement is Fiscal Year 2026.
The applicable North American Industry Classification System (NAICS) codes are 541512 -
Computer Systems Design Services – PSC codes: D300 (IT and Telecom) category, particularly
D301 (Facility Operation and Maintenance), D306 (Systems Analysis), D307 (IT Strategy and
Architecture), and D399 (Other IT and Telecom Services). Contractors must be actively registered in the System for Award Management (SAM).
Attached to this synopsis is a draft version of the Performance Work Statement, Instructions and
Evaluation Criteria for this requirement.

A Pre-solicitation Conference will be held on April 22, 2026, at 10:00 AM EST via virtual or in-person.
