Key personnel identified in proposals can only appear with one offeror, and those from winning vendors must be fully burdened for at least year one of the base period.

HUD Technology Transformation Next Generation Draft Instructions to Offerors
Section L – Instructions, Conditions, and Notices to Offerors
L.1 General Instructions
This solicitation will result in the award of multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts.
L.2 Proposal Submission Tracks
Offerors must clearly identify which of the following two tracks they are competing under.
An offeror may only submit a proposal for one track.
• Track 1: Unrestricted Competition (Full PWS Scope) o This track is open to all businesses, regardless of size.
o Offerors under this track must submit a proposal that addresses all requirements across the entire Performance Work Statement (PWS).
o The Government intends to award a maximum of three (3) IDIQ contracts from this track.
• Track 2: Small Business Set-Aside (Partial PWS Scope) o This track is a total small business set-aside. Only offerors certified as a small business under the applicable NAICS code for this acquisition may propose under this track.
o Offerors under this track may propose a minimum of one (1) and a maximum of four (4) major sections of the PWS. The major PWS sections are defined as: [List the major PWS sections here, e.g., 1. Program Management, 2.
Engineering Support, 3. Cybersecurity, 4. Logistics, 5. Training].
o Offerors must explicitly state in their proposal which PWS sections they are proposing to perform. Their technical proposal, past performance, and price proposal must correspond only to the PWS sections selected.
o The Government intends to award a maximum of four (4) IDIQ contracts from this track.
L.3 Proposal Content and Format
The proposal shall be organized into the volumes listed below. Each volume shall be submitted as a separate file.
• Volume I: Technical Proposal
HUD Technology Transformation Next Generation Draft Instructions to Offerors o Technical Approach: Provide a comprehensive narrative describing the offeror’s approach to accomplishing the requirements of the PWS.
▪ For Track 1 Offerors: The narrative must address the entire scope of the PWS.
▪ For Track 2 Offerors: The narrative must be tailored to the specific PWS sections selected by the offeror.
o Management Approach: Describe your management structure, quality control plan, and staffing plan to ensure successful contract performance.
o Key Personnel: Identify the Key Personnel proposed for this effort. Provide detailed resumes for each individual, highlighting their qualifications and experience relevant to the PWS. These individuals will be required to participate in the Oral Presentations as described in section L.4. The government will keep track of every individual who participates in the flyoffs.
A proposed key person can only appear with one offeror. Key personnel who participate in the winning vendors flyoff must be fully burdened for at least year 1 of the base period.
• Volume II: Past Performance o Provide a minimum of three (3) and a maximum of five (5) recent and relevant contract references. "Recent" is defined as work performed within the last three years. "Relevant" is defined as work similar in scope, size, and complexity to the requirements of this solicitation.
o For Track 2 Offerors: Past performance references should be primarily relevant to the specific PWS sections for which the offeror is proposing.
• Volume III: Cost/Price Proposal o Provide fully burdened labor rates for all labor categories proposed, for all contract years.
o For Track 2 Offerors: Pricing shall only be provided for the labor categories relevant to the PWS sections for which the offeror is proposing.
L.4 Phase II - Oral Presentations (Flyoff)
After evaluation of the written proposals, the Government will establish a competitive range in accordance with FAR 15.306(c). Offerors included in the competitive range will be invited to participate in an Oral Presentation, or "flyoff."
HUD Technology Transformation Next Generation Draft Instructions to Offerors
• Purpose: The Oral Presentation is intended to validate the offeror’s proposed technical approach and allow the Government to assess the problem-solving and communication skills of the proposed Key Personnel.
• Participants: The presentation must be led by the proposed Key Personnel identified in Volume I.
• Format: During the session, the Government will present the offeror's team with one or more scenario-based challenges directly related to the PWS. The team will be given a defined period to collaborate and develop a solution, which they will then present to the Government evaluation panel.
