About this opportunity

The Department of Housing and Urban Development is conducting market research through a Sources Sought Notice, with responses due by 5:00 PM Eastern Time on July 7, 2026, to inform a potential future procurement for management, maintenance, and support services at the HUD Eisenhower fitness center. This is not a solicitation and will not result in a contract award; HUD is gathering vendor capability information and industry feedback on operational models and cost structures only.

The contractor will provide staffed operations Monday, Wednesday, and Friday from 6:00 AM to 2:30 PM, and Tuesday and Thursday from 10:30 AM to 7:00 PM (excluding federal holidays), while maintaining 24/7 facility availability with security procedures. The contractor bears exclusive responsibility for 24/7 maintenance and safety oversight of all fitness equipment, including inspections per manufacturer specifications; HUD covers repair and replacement costs. The contractor must employ certified fitness professionals capable of supervising facility operations and ensuring safe equipment use in compliance with 5 U.S.C. 7901, maintain comprehensive liability and professional liability insurance, and implement preventive maintenance schedules with incident response and first aid readiness. Additional responsibilities include providing on-site instruction on safe equipment use, supporting monthly performance reporting on facility usage and maintenance status, ensuring participant liability waivers, and coordinating controlled facility access with HUD security.

HUD seeks input on staffing flexibility (including potential reduced or minimal on-site presence with 24/7 facility availability), preferred cost allocation for equipment maintenance and replacement, required staff certifications, and information on comparable services provided to other agencies. Interested vendors should submit a capability statement with comments to Shelli.J.Waltz@hud.gov by the deadline. HUD explicitly notes interest in potential small-business and HUBZone set-asides.
