About this file

This file is a set of Program Questions submitted as part of a Sources Sought Notice for HUD Headquarters Fitness Center Management and Maintenance services. The Department of Housing and Urban Development (HUD) is conducting market research to gather industry feedback on potential vendors and operational approaches for managing the HUD Eisenhower fitness center. The questions focus on staffing requirements, liability assumptions, facility operations, equipment maintenance responsibilities, and cost structures. Specifically, vendors are asked whether they would accept liability and management responsibility with fewer than the currently specified 8 hours per day of staffing, including potential 24/7 facility operations with minimal or no staff present. The document also requests information on required certifications for fitness center staff (such as certified fitness professional or CPR certification) and seeks clarification on whether contractors would prefer to handle equipment maintenance and replacement costs through reimbursement by HUD, pass charges to end users, or operate under HUD's responsibility with defined timelines. Additionally, vendors are asked to provide information about similar services currently offered to other agencies or firms and associated annual costs.

This is a Sources Sought Notice issued for information and planning purposes only, not a formal Request for Proposal. HUD is seeking capability statements and industry comments regarding the attached Statement of Objectives by 5:00 PM Eastern Time on Tuesday, July 7, 2026, with responses directed to Shelli.J.Waltz@hud.gov. The notice indicates HUD is interested in understanding market capacity and potential small business set-asides (including HUBZone considerations). The Government will not pay for any costs incurred in response to this notice, and responding or declining to respond will not affect eligibility for any future formal solicitation that HUD may issue.

Text version

· Current staffing in the list of requirements is approximately 8 hours/day. Would a contractor assume liability/management responsibility with less staffed hours?

· Will a contractor assume liability/management responsibility for a fitness facility that is “open” for use (with appropriate security/liability waiver protocols) 24/7 with less staffing?

· What certification would be required or acceptable by Fitness Center staff (“certified fitness professional”, CPR certified, etc.)?

· Will a contractor assume full liability 24/7 for the facility (even if unstaffed for a portion of that time)?

· If a contractor assumed responsibility for the maintenance and replacement of fitness equipment, would they prefer to replace/maintain and be reimbursed by or pass on the charges to HUD or would they be amenable to reporting to HUD and HUD is responsible for replacing/fixing within a certain period of time? What would the cost difference be?

· Do you currently provide similar services for any other agencies/firms, and if so, what is your approximate annual cost?
