About this opportunity

The Defense Health Agency seeks Neonatologist and Neonatal Nurse Practitioner staffing services at Naval Medical Center Camp Lejeune, North Carolina, with proposals due July 22, 2026 at 10:00 AM. The procurement is a Women-Owned Small Business set-aside under NAICS 622110, General Medical and Surgical Hospitals.

Place of performance is Camp Lejeune, NC. The contract requires continuous 24/7 NNP coverage consisting of two 13-hour shifts daily (12.5 hours compensated), and Neonatologist staffing of 182 twenty-four-hour shifts annually alternating with military Neonatologists, with an additional 28 shifts available to cover military absences. During each 24-hour Neonatologist shift, in-house coverage runs 0700–1530 hours with on-call coverage thereafter; 15-minute telephone response and 30-minute call-back response are required.

Neonatologists must hold board certification in Neonatal-Perinatal Medicine, current unrestricted state licensure, current NRP/PALS/BLS certifications, and DEA registration. NNPs must hold NCC certification, current unrestricted state licensure, and current NRP/PALS/BLS certifications. All healthcare workers must pass security clearance (SF-85) and complete credentialing and privileging prior to performance start; processing requires 30–45 days, though clinicians may begin with interim clearance. The MTF will not privilege more than six Neonatologists and ten NNPs. Neonatologists are non-personal service employees requiring $1 million per incident and $3 million total medical malpractice insurance; NNPs are personal service employees subject to day-to-day government supervision.

The base period runs January 1, 2027 through September 30, 2027, with five optional periods extending through December 31, 2031. Evaluation uses Past Performance/Price tradeoff methodology, weighing Past Performance (Factor 1) significantly more important than Price (Factor 2), along with Small Business Participation (Factor 3) and Compensation Plan (Factor 4). Proposals with unacceptable compensation plans or unreasonable pricing are ineligible. The incumbent is Humana CSA under contract HT940223C0001. Questions are due June 22, 2026 at 0700 AM Eastern Time. Amendment 1, issued July 13, 2026, extended the proposal deadline from July 15 to July 22 and added revised Performance Work Statement and Questions and Answers documents.
