The Health Resources and Services Administration (HRSA) intends to issue a request for proposal (RFP) which will solicit proposals to provide support for a variety of development, maintenance and enhancement efforts that enable HRSA to better utilize the Electronic Handbooks (EHBs) by integrating new business processes into the EHBs or integrating EHBs with existing HHS systems. This contract will also provide customer support for the EHBs.
This will be an Indefinite Delivery/Indefinte Quantity (IDIQ) task order contract with multiple awards to support the entire Agency. Task orders will be awarded as fixed-price, cost plus fixed fee, or cost plus award fee. Some or all of the services will fall under the following two (2) domains.
DOMAIN ONE (Full and Open)
Task Area 1 - CORE EHB Development, Maintenance and Enhancements (DME)
Task Area 2 - Operations and Maintenance (O&M)
Task Area 3 - Program Management
Task Area 4 - Integration Services
Task Area 5 - Reporting Services
Task Area 6 - Transition
Task Area 7 - Center of Excellence (COE) Integration
Task Area 8 - Bureau of Primary Health Care (BPHC) Health Center Management Information System (BHCMIS)
Task Area 9 - Other HRSA Bureaus and Offices
Task Area 10 - General Development, Maintenance and Enhancements (DME)
DOMAIN TWO (Samll Business Set Aside)
Task Area 1 - Customer support
Task Area 2 - Independent Validation and Verification (Technical Review Support)
Task Area 3 - IT Systems Analysis Services (Requirements Gathering)
This is a new requirement and is a PARTIAL SMALL BUSINESS SET ASIDE. The anticipated period of performance is a 12 month base period and four (4) 12-month option periods (total 60 months). The North American Industry Classification System (NAICS) code for this requirement is 541519 "Other Computer Related Services" and the small business size in dollars is $25.5M. The soliciation document will be available at www.fbo.gov under the Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA), Office of Acquisition Management and Policy. The soliciation (12-250-SOL-00034) will be posted on or about July 2, 2012 with a projected closing date on or about August 2, 2012.
