About this opportunity

The U.S. Geological Survey seeks services to validate the antimycin A high-performance liquid chromatography method, with quotation proposals due September 21, 2026. This is full and open competition, not a small business set-aside, issued as a combined synopsis/solicitation RFQ with no separate written solicitation to follow.

Place of performance is an independent laboratory. The requirement spans a 90-day period of performance from the date of the signed purchase order. The base requirement (Item 00010) calls for a single analyst to validate the HPLC-DAD instrument method and create four separate antimycin A homolog standard calibration curves using standards prepared three separate times, following Good Laboratory Practice protocols. An optional line item (Item 00020, anticipated exercise date November 2) authorizes the contractor to perform method validation and apply the HPLC-DAD method to quantify antimycin A homologs in four different sample types under a USGS-coordinated study protocol, also under GLP. The independent laboratory must be GLP-certified with a quality assurance plan and documented history performing acceptable GLP studies. The government will furnish specified antimycin A standards, samples, kits, and equipment valued at approximately $1,911.

The NAICS code is 541380, Testing Laboratories and Services, with a small business size standard of $19 million. PSC is B516, Special Studies/Analysis–Animal/Fisheries. The contract will be firm-fixed price. Evaluation criteria carry equal weight: Qualifications (personnel credentials, certifications, GLP experience required), Past Performance (minimum three HPLC analytic method validation projects within the past three years with FDA or EPA experience required), and Price. Quotations must be submitted electronically to beth_wilson@ios.doi.gov with completed SF18 forms, technical proposals separate from pricing, and statements accepting or rejecting contract terms and conditions.
