About this opportunity
This solicitation seeks barber services to support the United States Air Force Honor Guard located at Joint Base Anacostia-Bolling in Washington, D.C. The Department of the Air Force requires contractors to provide two professional barbers from 0530 to 1430 Monday through Friday and 1000 to 1700 on Sundays. Barbers must hold a valid license, have two years of experience, and cut hair in accordance with Air Force regulations. Evaluation criteria include price, technical capability and past performance. Questions are due by June 15th and proposals are due by July 3rd.
The acquisition is set aside entirely for small businesses. The NAICS code is 812111 and PSC code is S206. The contractor must provide services for one base year plus four one-year options and one six-month option. Up to 60 contractor personnel can be cleared for base access at Joint Base Anacostia-Bolling. The period of performance is from August 2022 through August 2027.

This is a non-personal services contract to provide barber services to the United States Air Force Honor Guard (USAF HG) located at Building 55, 50 Duncan Avenue, Joint Base Anacostia-Bolling, D.C. 20032.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide barber services in support of the United States Air Force Honor Guard as defined in this Performance Work Statement except for those items specified as Government furnished property and services.
Barber services are required for unit personnel to remain in compliance of the grooming standards outlined in Air Force Manual (AFMAN) 34-515. Oftentimes, such services are required prior to the start of daily execution of missions, to include missions that fall on or lead up to federal holidays. The USAF Honor Guard performs a ceremonial mission that includes funerals for fallen service members in Arlington National Cemetery.
Contractor shall provide barbers to perform hair cutting services in accordance with grooming standards outlined in Air Force Manual (AFMAN) 34-515. With these haircuts the members of the USAF Honor Guard will present a regulation compliant professional appearance in the execution of their mission.

******This has been amended to include all questions asked and the answers. To correct a mistake in Part 4 of the PWS where an Appendix B was mentioned. This was changed to reflect Apepndix A. The appendix A table has been adjusted to accomodate what should be added IAW Part 3 and Part 4 of the PWS. Last, the offer due date is being extended to 5 July 2022 at 1400hrs due to the holiday.
