HG Barber Services
Amendment 1 Questions and Answers
Question 1: The list of supplies (Appendix A – Government Furnished Property) is a partial list. When will the inventory take place to determine the remaining supplies?
Answer 1: For the supplies, it is intended to happen shortly after award. A list should be put together and can be purchased utilizing the CLIN on the contract or via GPC through the supply personnel.
Question 2: Regarding the 300 guardsmen hair to maintain, will the total need to be completed on a weekly basis, or monthly?
Answer 2: There is no longer a requirement for HG members to have a certain number of haircuts per week. Rather, members need to meet the standards set forth in AFMAN 34-515 when performing ceremonial missions. The number of missions may vary by week and the number of personnel that decide to get their hair cut on base versus off base. While all members with a haircut card are eligible to get a haircut at any time, the best estimate that can be provided is that on a weekly basis is about 150 haircuts.
Events, walk-ins, and individual need all play a role in the volume that make it difficult to estimate beyond the 150 haircuts.
Question 3: How many barbers are able to get cleared (for security purposes)?
Answer 3: 60 people can be cleared for access to base.
Question 4: Would it be possible to tour the barbershop where the work is to take place?
Answer 4: Yes, on 24 June at 1000hrs – 1100 hrs a site visit will be held for offerors to view the barbershop. Please contact TSgt Robert Niebauer for access instructions at robert.niebauer@us.af.mil.
Question 5: Please clarify, the contract will ONLY service the 300 member unit? No family members of the unit included? Are additional members from other units allowed to get haircuts?
Answer 5: This contract is to service ONLY the Honor Guard personnel. No family members or any other unit members are permitted to use the barber services provided under this contract. Honor Guard members permitted to utilize the service carry a card that will be presented to prove eligibility.
Question 6: What are the requirements of the scheduling program?
Answer 6: In the offer providing the name of the application and providing its scheduling capabilities is sufficient to determine if it meets the description as outline in 2.5 of the PWS.
Question 7: Attachment 1- Performance Work Statement, page 9, Part 4, Section 4.2 – Appendix B is referred to in this section, but only Appendix A is available. There is no Appendix B. Could the CO please clarify?
Answer 7: The Appendix B reference is a typo it should reflect Appendix A.
Question 8: Attachment 1- Performance Work Statement, page 9, Part 4 Section 4.2 – Would like to clarify that all supplies purchased in accordance with appendix B will be fully reimbursed to the contractor?
Answer 8: The Government will be paying for all supplies based on the listing that is developed by the contractor and COR. If anything is provided by the contractor it will be reimbursed.
