About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 21 is soliciting home oxygen services for VA Northern California Healthcare System under a Service-Disabled Veteran-Owned Small Business set-aside, with the solicitation cancelled effective June 3, 2026, and no projected posting date for the replacement requirement.
This procurement was originally due April 21, 2026, with questions due April 2, 2026 (both dates have passed). Amendment 0001, issued April 8, 2026, extended the receipt deadline to April 28, 2026. Amendment 0002, issued June 3, 2026, cancelled the entire solicitation. The contracting officer is David J. Alvarez (david.alvarez4@va.gov, 916-923-4564).
Place of performance is Mather, California. The contractor must maintain staffed branch offices or available resources within fifty miles of each VA medical center, though facilities may be established after award with binding evidence prior to performance start on October 1, 2026.
The contract covers rental and maintenance of portable concentrators (FAA-approved, minimum 5 LPM, 20 pounds or less, AC/DC capable, 12-hour battery life), stationary and portable liquid oxygen systems, suction pumps, ventilators, air compressors, and cylinder refills across five one-year ordering periods through September 30, 2031. The contractor must achieve same-day setup when prescriptions arrive by 3:00 PM local time with order confirmation within two hours, provide 24/7 emergency service with 30-minute phone response and two-to-six-hour equipment delivery, and conduct maintenance visits every 90 days for oxygen patients and every 30 days for ventilator patients. The contractor must hold Joint Commission accreditation or equivalent, employ certified or registered Respiratory Therapists with at least two years of experience, and comply with HIPAA, Privacy Act, and VA information security requirements. A ninety-day transition-in period (extendable to 180 days) requires replacement of all incumbent equipment.
The contract ceiling is six million dollars with a guaranteed minimum award of $100.00. NAICS code is 532283, Home Health Equipment Rental; PSC is W065. Evaluation uses comparative best-value without weighted factors, considering technical capability, geographic coverage, past performance (CPARS records or questionnaire responses due April 23, 2026), and competitive price.
