About this opportunity

The U.S. Army Corps of Engineers Mobile District is seeking a contractor to perform comprehensive restoration work on Monolith R14 at the Holt Lock facility in Tuscaloosa, Alabama. The project requires the selected contractor to provide all necessary labor, materials, and equipment to execute a complex repair strategy involving multiple technical interventions. These interventions include horizontal drilling, installing horizontal post-tension anchor bars, internal pressure grouting, epoxy injection of surface cracks, water stop installation, underwater concrete placement, and lock chamber dewatering. The solicitation (ID: 76e7b5a6edcc48cabb73e055881f5253) was posted on April 24, 2025, with proposal responses due by June 10, 2025. While specific evaluation criteria are not explicitly detailed in the provided documentation, the technical complexity and specialized nature of the work suggest that contractors will be assessed on their engineering capabilities, technical expertise, and proven experience in similar infrastructure restoration projects.

The contract opportunity is not designated with a specific set-aside status, indicating it is open to all qualified contractors. The project is categorized under NAICS code 237990 for Other Heavy and Civil Engineering Construction and PSC code Y1KA for Construction of Dams. Based on the site visit sign-in sheet, potential contractors include organizations such as Coastal Drilling East, Pyramid Concrete Pumping, Ballard Marine Construction, and C.J. Mahan. The place of performance is specified as Tuscaloosa, Alabama 35406, with work to be conducted at the Holt Lock on the Black Warrior River. While no specific budget range is provided in the documentation, the technical complexity and multiple restoration techniques suggest this is a significant infrastructure project requiring substantial technical and financial resources. The project appears to be part of a broader infrastructure maintenance and restoration effort by the Department of the Army Corps of Engineers.
