About this opportunity
The Library of Congress seeks a contractor to provide comprehensive Holiday Tree Services for their annual holiday celebration, including design, delivery, installation, maintenance, and removal of a decorated 22-24 foot artificial Douglas fir tree complete with lighting, ornaments, and decorations. This solicitation is a resolicitation of a previously posted requirement (030ADV25Q0114) and represents a decades-old tradition where the holiday tree features handcrafted decorations from state libraries across the nation. The contractor must participate in kick-off meetings, develop comprehensive tree design plans, provide weekly maintenance during the holiday season, and handle complete de-installation between December 29, 2025 and January 5, 2026. The procurement will be evaluated on a best value trade-off basis considering technical approach, corporate experience, past performance, and price in that order of importance. Proposals are due by July 10, 2025 at 12:00 PM EDT with electronic submission required to the specified Library of Congress contacts.
This opportunity is unrestricted with no set-aside designation and no incumbent contractor identified in the documentation. The contract structure includes a base period from September 1, 2025 to August 31, 2026, followed by four optional one-year periods extending through August 31, 2030, providing potential contract value over a five-year span. The contractor must provide a single artificial Douglas fir tree measuring between 22-24 feet in height, along with all necessary decorative elements, lighting, and installation equipment including coordination with a specified 24-foot Tom Cat lift for installation activities. All services will be performed at the Library of Congress facilities in Washington, DC, specifically within the historic Jefferson Building where this holiday tradition has been maintained for decades. The contract requires the tree to be fire-retardant and includes specific provisions for floor protection and secure decoration attachment to ensure visitor safety throughout the holiday display period.
