About this opportunity
The Department of the Army Corps of Engineers Engineering Support Center Huntsville is seeking engineering services to conduct a comprehensive Cost Book 2025 Survey that will update construction costs and productivity data for 3,203 construction tasks from the 2024 Cost Book. The contractor will be required to collect three quotes for each material from different CONUS regions, update various spreadsheet components including quote lists, vendor lists, material lists, sub bid lists, and task lists, and create a task cross-reference spreadsheet comparing 2024 and 2025 data. Key personnel requirements include a Senior Cost Engineer with 5+ years of experience and a Project Manager with 10+ years of experience, and the contractor must develop a comprehensive work and quality control plan with monthly status reports and weekly meetings. The government will evaluate proposals on a "Best Value" basis, with technical approach as the most important factor, followed by past performance, and then price. Digital proposals are due by 9:00 A.M. Central Time on Friday, September 26, 2025, and must be submitted in three volumes: Technical, Past Performance, and Cost/Price.
This opportunity is designated as a 100% Small Business Set-Aside under NAICS code 541330 (Engineering Services) with a small business size standard of $25,500,000. The government intends to award a firm fixed price contract with a performance period of approximately 6 months, during which the contractor will update construction cost data that will ultimately be compiled and formatted by a third-party contractor for use in MII, PACES, and RACER cost estimating software. The work involves creating a transparent, traceable, and auditable Cost Book that supports cost estimating for military construction, environmental remediation, and other government projects across the Corps of Engineers, Air Force, and Navy. The updated cost data will utilize national average costs obtained from geographically separate vendors across 12 defined regions throughout the United States, including Alaska, Hawaii, and Puerto Rico. The contract requires staged deliverable submissions with multiple review cycles and incorporates standard federal contracting provisions including cybersecurity requirements and various compliance reporting obligations.
