About this file

This document is a Questions and Answers (Q&A) file for RFP PANHES-25-P-0000-003551 Cost Book Survey 2025, addressing a solicitation for updating 3,203 line items from the 2024 Cost Book to 2025 costs. The primary objective is to update labor, materials, and equipment costs nationwide for MILCON and Civil Works projects, using national average cost data obtained from at least three geographically separate vendors. Key details include the requirement to provide updated costs for each line item, with quotes to establish a market average cost, and the use of factors and markups to account for specific project location differences. The government will provide additional appendices, including a master workbook, regional map, cost-loaded schedule example, and first 30 tasks, to support the contractors' proposal preparation. The solicitation involves 10 tasks with associated pricing, and requires draft submittals for deliverables, with an emphasis on creating a comprehensive cost book survey for 2025.

QUESTION RESPONSE

#1. Our understanding is that the solicitation will be for updating 3,203 which were in the 2024 Cost Book to 2025 Costs (most recently obtainable data) for labor, materials, and equipment, and total for each line item and to include a total for a specified line item and associated unit of measure, as well as three quotes or specified alternative, to provide a “national average cost”. Is this correct?

Yes

#2. It is assumed that the 3,203 line items are items not contained with RSMeans Cost Data and that the RSMeans national average cost data is also used in the noted Governments application(s). Is this correct?

Yes

#3. To respond to this solicitation, all 3,203 line items should be provided for review. Will the Government provide the 3,203 line items? Yes

#4. Is the Government aware of the fully substantiated issues associated with using national average cost data and their associated high levels of error? (see note below for supporting information)

See response to #5 below.

#5. Based upon the fact that the Cost Book is used for IGE’s and other forms of cost estimating, the Government is required by regulations/statutes to engage in the most productive and cost-effective process possible. As using national average cost data is and location factors and/or economic factors is not the current best practice for achieving cost visibility and cost management, will the Government consider a superior alternative such as locally researched construction cost data?

The cost update initiative is to support MILCON and CIVIL Works projects nation wide. Using locally researched construction cost data which would be limited to a specific geographical location and therefore would not be suitable for this initiative. The quotes mentioned in #1 above are meant to be obtained from at least three geographically seperate vendors to produce a market average cost per cost line item. The System in which the cost lines will be utilized will use factors and markups to account for specific project location and site differences.

#6. The PWS makes specific reference to Appendices 1,2,3, and 4 in “Paragraph 5.2 – Data Files provided to the contractor”. We could not find any of these attachments in the solicitation. Please provide or point us in the right direction.

a.Appendix 1 – Master Workbook HNC Task Cost Book Survey 2025
b.Appendix 2 – Map of Regions
c.Appendix 3 – Cost Loaded Schedule Example 20250612
d.Appendix 4 – First 30 tasks 2025 Cost Book Survey 20250612 We will provide these Appendices.

#7. Section 4.10.2 states that as part of the proposal from the contractor, the Government shall receive a MS Project file which shall lead to loaded costs for each of the milestones identified in the PWS. We don’t have Attachment 3 yet but sounds like this MS Project schedule will show costs and thus will form part of the price proposal not the technical proposal? a. Second part of this question is confirming that the cost loaded schedule is part of the proposal submission and not after the fact. Yes and Yes.

#8. Please confirm that approved ODCs shall not be part of the price proposal but will be invoiced and reimbursed at cost upon approval by the Government and will be negotiated at time of award in addition to the price proposal not as a part of.

The proposal should propose as indicted in the Section 4.14 of the PWS.

Typically ODCs are included in the proposal as the total proposed price. The ODCs could be identified for specific costs or may be presented in the RFP as a Not To Exceed (NTE) value.

#9. The CLIN Pricing form/table in “Factor 3 - Price” show 10 tasks, each with an associated price/fee. In section “8.1 Deliverables and Delivery Schedule” you have 8 deliverables. Should the deliverables in 8.2 not match the tasks in the CLIN Pricing Form? It looks like all deliverables 2- 8 is to be included in tasks 2-6 on the CLIN Pricing Form with the other tasks being quality control plan and administrative tasks. Please confirm.

That is correct, Tasks 2-6 will be done for delverables 2-8. See pics to the right

#10. Under section 8.2.1 Submittal Version. Draft submittals are required for Tasks 2-7 above. Does that refer to deliverables which is the section prior to 8.2.1 (deliverables 1-8) or does this refer to the tasks list Task 1- 10 (CLINs) of the Pricing Form? Submittals are referring to the deliverables only.

#11. The word Task is used quite a bit throughout the solicitation. In Section 4.2 of the PWS you mention that the Tasks may be single or multiple material items associated with them. Since one of my earlier RFIs is around receiving Appendix 1 and 4, would this be clear when we do receive Appendix 1 and 4 or how would we know how many tasks out of the 3203 tasks are single versus multiple materials? This will be made clear in the Appendices provided.
