About this opportunity

The procurement is restricted to Thales Defense & Security, Inc., the design authority and sole manufacturer of the Scorpion System Test Rack, based on unique capabilities, proprietary software, and intellectual property protection that preclude competitive alternatives.
Place of performance is Hill Air Force Base, Utah. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; PSC is J049. The BPA carries a master dollar limit of $1,000,000 with individual call limits of $2,500. Three one-year ordering periods run from December 1, 2026 through November 30, 2029.
The contractor must maintain both test stands in fully serviceable condition and provide remote technical support, on-site repair, parts support, and software updates. Remote technical support requests must be answered within three business days with no more than one annual exception allowed. On-site repairs without replacement parts must complete within thirty calendar days (maximum two annual exceptions); repairs requiring parts must complete within forty-five calendar days (maximum one annual exception). Diagnostic reports are due within ten business days after work completion. Services are priced on a firm fixed-price basis per the price list, covering remote technical support, minor and major missions with travel, display units, adapters, circuit boards, test cameras, cables, and fixture interfaces. Normal operating hours are Monday through Thursday 0500–1430 excluding federal holidays. The contractor must comply with OSHA standards, tool control per AFI 21-101, foreign object damage prevention, hazardous materials protocols, and mishap reporting within three calendar days. Pricing must equal or be lower than the contractor's most favored customer pricing under similar terms.
