About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure three HM-15 boat trailers through solicitation N0018925Q0330, specifically requiring exact replicas of existing 7MRX trailers used with specialty boats at Helicopter Mine Squadron 15. The Navy requires these trailers to be manufactured precisely to the provided design specifications and attached drawings, with no modifications or substitutions authorized without written consent from the technical point of contact, as existing Navy maintenance manuals are written to the current trailer configurations. The procurement will be conducted as a firm-fixed-price contract for commercial items under NAICS code 336212 (Truck Trailer Manufacturing), with award decisions based on technical acceptability of the trailers and price reasonableness in accordance with FAR 13.106. Questions regarding the solicitation are due no later than 0900 EST on June 16, 2025, and all offers must be submitted via email by June 26, 2025. Vendors interested in viewing the existing trailer for fabrication purposes must contact the technical point of contact and schedule a site visit by June 16, 2025.
This procurement is designated as a Total Small Business set-aside with a size standard of 1,000 employees, and the government files indicate that Willard Marine Inc. was the manufacturer of the original trailers based on the technical drawings provided. The contract requires delivery of three trailers to Naval Station Norfolk, Virginia, specifically to 1130 Aircraft, Towway Drive Building V-71, Norfolk, VA 23511, with a firm delivery deadline of July 18, 2025. Contractors must coordinate base access at least two weeks in advance of delivery and arrange specific delivery dates and times at least two days prior to delivery through the requirement point of contact. The solicitation does not specify a contract value, but government-provided material handling equipment may be available for trailer offload if required, with arrangements needed at least one week prior to delivery. The place of performance is Norfolk, Virginia, where the trailers will support the specialized mine countermeasures operations of Helicopter Mine Squadron 15.
