About this opportunity
The Naval Sea Systems Command seeks maintenance services for a Hitachi SU7000 Scanning Electron Microscope at Naval Surface Warfare Center Crane, with quotes due October 15, 2026 at 3:00 PM Eastern Time. This is a sole-source procurement under FAR 13.106-1 directed to Hitachi High-Tech America, Inc., though all responsible sources may submit capability statements for Government consideration.
Place of performance is Crane, Indiana. The contract covers unlimited on-site emergency maintenance with a 48-hour response time, one preventive maintenance service, and all parts required for servicing, supporting LE2 Electronic Parts testing for the D5LE2 Weapons system. The performance period runs December 13, 2026 through December 12, 2027 under a Firm Fixed Price agreement.
All contractor personnel must be authorized U.S. Citizens with proper identification and must comply with NSWC Crane security requirements per NSWCCRANEINST 5510.1A and 5530.1A. Contractors must coordinate facility access five days prior to work and are subject to vehicle inspections on Government property; Government escorts may be required depending on building classification and work scope.
The sole-source justification rests on Hitachi's active parts inventory and exclusive access to proprietary information and software required for system repair and maintenance. Reverse engineering using alternative vendors is not feasible due to unavailability of proprietary program source code and design information; only Hitachi-trained service engineers possess the specialized expertise necessary for comprehensive maintenance.
NAICS code is 811210; PSC is J066. All offerors must be registered in SAM.gov. Offers should be emailed to Christina.l.staggs.civ@us.navy.mil. The contract incorporates FAR and DFARS clauses, including cybersecurity maturity model certification at Level 1 (Self).
