About this opportunity
The U.S. Geological Survey (USGS) published a Limited/Sole Source Justification Notice for a one-year service agreement covering preventative maintenance of a government-owned Hitachi SU-5000 Schottky Field Emission Scanning Electron Microscope located at their Energy and Minerals Science Center in Reston, Virginia. The service contract, running from September 1, 2025 through August 31, 2026, will be awarded non-competitively to Hitachi High-Tech America, Inc. of Dallas, Texas as the sole source provider. USGS justifies the sole source award based on the proprietary nature of the Hitachi equipment, citing that only the manufacturer possesses the specialized diagnostic tools, software, technical expertise, and access to proprietary diagrams and parts necessary to maintain the instrument without compromising equipment reliability or violating manufacturer terms. The agency conducted market research including a 7-day sources sought notice that received no responses and communications with scientific conference attendees, confirming Hitachi as the only qualified service provider. The contract includes one annual preventative maintenance visit, unlimited emergency service, and replacement of vacuum roughing pump oil and filter, with an anticipated award date of August 20, 2025 under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) which has a $34 million size standard. While no specific contract value is mentioned in the notice, the procurement falls under the Simplified Acquisition Threshold and will be structured as a firm fixed-price purchase order.
