About this opportunity
The National Park Service Northeast Region seeks a conservator to provide preventive conservation services across Northeast Region parks, with quotes due June 12 and questions due June 5. The procurement is a competitive 8(a) set-aside under NAICS 541990, All Other Professional, Scientific, and Technical Services.
Work is performed at the Boott Mill facility in Lowell, Massachusetts, with core hours 8:00 a.m. to 4:30 p.m., Monday through Friday, except Federal holidays. The contractor must provide a professionally trained conservator with a graduate conservation program degree or equivalent formal apprenticeship with accredited museums or AIC-recognized conservators, and a minimum of five years' experience on significant historic objects. All contractor personnel must obtain a National Agency Check and Inquiries (NACI) background investigation and Federal Personal Identity Verification (PIV) credential (approximately $350, 4–6 weeks processing). Work encompasses conservation laboratory projects, on-site treatment projects, and conservation survey projects across eight defined scope items totaling approximately 2,065 hours, with seven mandatory projects and one optional project. The contractor is responsible for all travel, shipping, conservation supplies, and materials procurement, with travel expenditures limited to GSA federal employee guidelines. The period of performance is 365 days from award.
The procurement applies Service Contract Act wage determination 2015-4035, Revision 34, effective May 13, 2026 (Middlesex County, Massachusetts). Award will go to the lowest-priced responsible offeror. Evaluation criteria of approximately equal importance are past performance (minimum three narrative examples with verifiable points of contact), key personnel (CV or hiring plan), and price. All work must comply with the American Institute for Conservation Code of Ethics and Guidelines and NPS standards. A site visit is urged and expected.
