Offerors must provide line-item labor pricing for each of seven projects plus one optional project across multiple National Parks and Monuments: Thomas Edison National Historical Park (Survey and Pack Collections), Fire Island National Seashore (Collection Condition Survey), Marsh-Billings-Rockefeller National Historical Park (Rehouse Horse and Tack Collection), Minuteman National Historical Park (Rehouse Squash Court Artifacts), Shenandoah National Park (Collection Condition Survey), Statue of Liberty National Monument (two projects: Collection Condition Survey and Survey of Collections), and Saint Gaudens National Historical Park (optional Environmental Assessment). Each line item must include separate labor and Not-to-Exceed travel/shipping/materials costs. COMBINED SYNOPSIS/SOLICITATION

Conservator Services

AT

Historic Architecture, Conservation, and Engineering (HACE) division

(I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 140P4326Q0036.

(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, March 13, 2026.

(IV) This solicitation is being issued as a Total 8a Set-Aside, under NAICS code, 541990, All other professional, scientific, and technical Services, with a small business size standard of $19.5M.

(V) This combined solicitation/synopsis is for purchase of the following commercial services:

The Government anticipates award of one (1) Firm-Fixed-Price Purchase Order

(VI) Description of requirements is as follows:

A detailed description can be found in the attached Statement of Work (SOW).

(VII) Period of performance is anticipated to be 365-days from award date.

(VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (NOV 2021), applies to this acquisition.

(IX) FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (NOV 2021), applies to this acquisition.

(a) The Government will award a Purchase Order resulting from this solicitation to the lowest-priced responsible Offeror whose offer conforms to the solicitation requirements, considering the stated technical factors, past performance, and price. All evaluation factors other than price, when combined, are approximately equal in importance to price. The following factors shall be used to evaluate offers.

1. Past Performance: Offeror must provide at least 3 narrative examples and points of contact for projects of similar past work. In order to conduct evaluations, the Government must be able to verify project information with the provided point of contact, via phone or email. At a minimum, the Government will use the offeror's provided point of contact, phone, or email to verify the project was performed by the named contractor and to verify the relevancy of the project. In making a determination, the Government reserves the right to use both the information provided in the offeror’s proposal and information obtained from other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; and interviews with Program Managers, Contracting Officers, or other Government personnel.

2. Key Personnel: Offeror must provide a cv or hiring plan for the primary conservator, listing qualifications relevant to the challenges of these projects, and specific areas of responsibility.

The conservator shall have graduated from an accredited conservation program and have at minimum 5 years of experience working on significant historic objects.

3. Price: Offeror must provide line-item detail for labor for each project, with a stand-alone NTE line item for travel/shipping/materials for each project.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (OCT 2025) (DEVIATION FEB 2025), with its quote.

(XI) The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items (NOV 2023), applies to this acquisition.

(XIII) The Government intends to award a Firm-Fixed-Price purchase order from this solicitation.

(XIV) Quotes are required to be received in the contracting office no later than 12:00 PM ET on June 12, 2026. All quotes must be emailed to the attention of Samuel McKenzie. The email address is Samuel_Mckenzie@ios.doi.gov.

(XV) Any questions regarding this solicitation should be directed to Samuel McKenzie, at Samuel_McKenzie@ios.doi.gov no later than 10:00 AM ET on June 5, 2026.

(XVI) Site Visit: The clause 52.237-1 Site Visit will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

(XVII) Terms and Conditions

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (February 2021) Payment requests must be submitted electronically through the U. S. Department of the Treasury’s Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

Invoice to be on company letterhead with stated contract number.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

52.222-90 Addressing DEI Discrimination by Federal Contractors (APR 2026) (Deviation APR 2026)

(a) Definitions. As used in this clause— Program participation means membership or participation in, or access or admission to: training, mentoring, or leadership development programs; educational opportunities; clubs; associations; or similar opportunities that are sponsored or established by the contractor or subcontractor.

Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources.

(b) In connection with the performance of work under this contract, the Contractor agrees as follows:

(1) The Contractor will not engage in any racially discriminatory DEI activities.

(2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause.

(3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts.

(4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer.

(5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause.

(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4). (c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, for which the place of delivery or performance is in the United States.

The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications— Commercial Products and Commercial Services. Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

52.204-20 Predecessor of Offeror (Aug 2020)

a. Definitions. As used in this provision– Commercial and Government Entity (CAGE) code means–

1. An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity by unique location; or

2. An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency

(NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.

Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.

Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. a. Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

b. Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (Feb 2016)

a. As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub.
