Place of performance is NIST Gaithersburg, Maryland (Building 301, 100 Bureau Drive). The procurement comprises four primary line items: a large aperture high-vacuum compatible rotary stage with clear aperture diameter of 135–200 mm, repeatability of 0.003 degrees minimum, accuracy of 0.004 degrees minimum, axial load capacity of 35 kg minimum, vacuum-compatible cabling at least 60 cm long, and high-vacuum compatibility below 10⁻⁶ Torr; a motion controller, power supply, and software package (120 VAC, 60 Hz) with Windows GUI and LabVIEW SDK featuring USB, GPIB, or serial communication; a vacuum feedthrough with DN100 CF flange cleaned and bagged for high-vacuum service; and engineering services providing mechanical CAD drawings for NIST approval prior to manufacturing. Two optional line items specify stricter vacuum requirements below 10⁻⁸ Torr and 10⁻⁹ Torr respectively. All items must be new, shipped in original manufacturer packaging with complete documentation. Delivery is F.O.B. Destination within 18 weeks of order acceptance. Payment is 100% upon installation, acceptance, and successful testing. Warranty is minimum one year from acceptance.
Quotations must be submitted electronically to elizabeth.timberlake@nist.gov and donald.collie@nist.gov in four separate volumes: Technical Quotation, Past Performance (up to three examples from the last three years), Price Quotation (firm-fixed prices including shipping), and Terms and Conditions. Pre-quote inquiries are due four business days after solicitation issuance. Price quotations remain valid for 90 days. Evaluation uses a best-value approach where non-price factors collectively outweigh price, with technical capability as the primary criterion. All offerors must maintain active SAM.gov registration through award and performance.
