About this opportunity
Naval Sea Systems Command's Naval Undersea Warfare Center Division, Newport seeks basic research services investigating the physics of high-speed water entry, with quotes due June 18 at 12:00 PM EST. The procurement is unrestricted and uses streamlined commercial item procedures under FAR Subpart 12.6.
Place of performance is the contractor's facilities, with delivery F.O.B. Destination at Naval Station Newport, Rhode Island. The NAICS code is 611310, Colleges, Universities, and Professional Schools; the small business size standard is $34.5 million. Work spans six months from date of award on a Firm Fixed Price basis with prices valid for at least 60 days.
The contractor must deliver three analytical models and supporting documentation: a two-mass compliant body structural response model during water impact (CDRL A001), experimental validation at 1–4 m/s impact velocities with minimum requirements of 3 distinct velocities and 4 repeats per velocity totaling 12 tests with on-board accelerometer and high-speed camera documentation (CDRL A002), and a continuous elastic body structural response model (CDRL A003). All models must be expressed as MATLAB-implementable mathematical equations without requiring CFD or FEA simulations. Deliverables are acceptable as technical reports or peer-reviewed journal articles.
Offerors must demonstrate recognized subject matter expertise in fluid-structure interaction during water impact and mathematical modeling of fluid mechanics via peer-reviewed publications, possess experimental facilities matching the specified two-mass system, and provide CAGE code and point of contact information. Past performance in the Supplier Performance Risk System may render quotes technically unacceptable. Award uses the Lowest Price Technically Acceptable approach. CMMC Level 2 (Self) cybersecurity certification and active SAM registration are required prior to award. Quotes submit electronically to maria.d.diaz-sotomayor.civ@us.navy.mil.
