About this opportunity
The Naval Research Laboratory issued a Notice of Intent on August 27, 2026, announcing its intent to award a sole-source, firm-fixed-price contract to Microsanj LLC for procurement of a High-Resolution Thermoreflectance Device Imaging System; responses are due by September 11, 2026, but this is not a competitive solicitation. Although the Navy intends to award solely to Microsanj LLC under FAR 6.302-1 (only one responsible source satisfies requirements), all responsible sources may submit a capability statement, proposal, or quotation demonstrating clear and convincing evidence that competition would benefit the Government; the agency will consider such responses only for determining whether to conduct a competitive procurement, and submission of capability information carries no guarantee of consideration or reimbursement. The required system performs non-destructive thermal imaging of semiconductor devices with ultrahigh spatial resolution (250 nm) and temporal resolution (50 ns), operating across a 200–1000 nm spectral range with steady-state and transient measurement modes, 8 megapixel camera resolution, and thermal sensitivity of 10 mK. Deliverables include an integrated system with multi-wavelength measurement capabilities at five specified wavelengths (265 nm through 780 nm), advanced MATLAB-compatible data analysis software, piezoelectric stage with auto-positioning and auto-focusing, thermal stage (20–120°C), custom six-axis probe station, vibration isolation table, silicon reference thermal test sample, thermoelectric heater/cooler, on-site installation and training, and a minimum 12-month warranty. Responses must be submitted electronically to Maribel Ramirez, maribel.s.ramirez23.civ@us.navy.mail, by 12:00 PM EST on September 11, 2026.
