About this opportunity
Naval Sea Systems Command seeks rental of three self-contained compressed air systems for the Ford Project at Norfolk Naval Shipyard, Portsmouth, Virginia, with the most recent quote deadline of June 3, 2026, at 12:00 PM Eastern Standard Time. The procurement is set aside for small businesses under NAICS 532490. An amendment posted June 2, 2026, revised the base period from eleven months (June 15, 2026–May 15, 2027) to nine months (June 15, 2026–March 15, 2027), with two optional six-month extension periods available in both versions.
Each system must deliver a minimum of 92 Standard Cubic Feet per Minute at 5,000 psig and be certified for breathing air quality per OPNAVINST 5100.23 and OSHA regulations, with specified oxygen (19.5–23.5%), carbon dioxide (not exceeding 1,000 ppm), carbon monoxide (not exceeding 10 ppm), hydrocarbon (not exceeding 0.005 milligrams per liter), oil content (not exceeding 0.1 ppm), and particulate limits (5 microns nominal, 18 microns absolute). Each system must be electrically powered (460-Volt, 3-phase, 60Hz, 100 Amps maximum), self-contained, capable of 24-hour continuous operation, and housed in a portable NEMA Type 4 container not exceeding 8 feet wide by 20 feet long by 10 feet high, transportable by forklift and crane.
The contractor must deliver and retrieve equipment at no additional cost, provide on-site startup training, supply replacement consumables and filters throughout the rental period at no extra cost, and provide 24/7 on-call repair service with 24-hour response time and 72-hour equipment replacement guarantee. Contractor personnel must comply with OSHA requirements, Hazardous Energy Control procedures, DBIDS badging, and portable electronic device policies. Evaluation weights technical specifications and delivery capability significantly more than price. The government intends to award without discussions but reserves the right to conduct discussions if necessary. All quoters must be registered in SAM. Questions are due June 2, 2026, at 12:00 PM Eastern Standard Time.
