About this opportunity

The Air Force Institute of Technology (AFIT), through the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base in Ohio, is conducting market research via a Sources Sought Notice to identify potential vendors capable of supplying a High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) system. The primary requirement is that the HPLC-MS must be 100% natively compatible with and controllable by Agilent MassHunter software, which is the Air Force's existing laboratory software platform. This mandatory compatibility requirement is essential to ensure operational continuity and data integrity within the government's current infrastructure. Interested contractors must submit capability packages demonstrating their ability to meet this requirement, along with company information including name, address, CAGE Code, Unique Entity ID (UEI), point of contact details, and business size status under NAICS code 334516. The closing date for responses is January 26, 2026, at 11:00 AM, and prospective contractors must be registered in the System for Award Management (SAM) database to be eligible for award. Technical market research indicates that only Agilent Technologies systems currently meet the compatibility requirement, and this notice serves to validate those findings and identify any alternative sources.

No small business set-aside has been designated for this procurement, though a final determination has not yet been made. The government is replacing an outdated 12-year-old Agilent 1260 Infinity system and requires the complete HPLC-MS system to be purchased directly from the Original Equipment Manufacturer with installation, three-day training for three personnel, and a two-year warranty included. The expected delivery timeline is within six months of contract award, with payment scheduled at 100% completion on a net 30 basis. All procured products must comply with Buy American and Balance of Payments Program regulations, meaning all items must be domestic or qualifying country end products. The system must meet specific technical specifications, including an operating pressure of at least 800 bar, mass spectrum analyzer with dual ionization modes, quaternary pump, degasser, UV-VIS detector, and autosampler capable of analyzing organic chemicals in water, including chemical warfare agents and pesticides. No specific award value range has been disclosed in the pre-solicitation materials.
